After many eternities, I am once again free(ish) enough to ponder how this will be made possible. I need a working engine of some sort before I can rely on a community to pick up the heavy lifting.
For this I would need some programming help, though I'm not sure where to go, as TIG source won't let me register, for some reason. I'm certain I filled out everything properly...

I cant register either maybe its a bug or tigsource doesnt accept public IP's (schools, libraries etc.)

My IP isn't public, so I'm not sure that such is the problem. I'm going to have to look around a bit to see if I can find any other websites worth noting; or I could try emailing a mod at the site and ask for help.

At the heart of the world...
Consider me interested. I've been developing my own roguelike of sorts (it's on a much grander scale, with entire world and histories generated with each playthrough, and a more robust character management system — your character's health, hunger, hydration, condition of limbs, and more — that might make it more akin to a simulation than a traditional roguelike), but this does seem like a good concept.
I have to say I'm interested in this. I'm not 100% sure what I could do for it now but I'm going to keep up to date with this!
