It's less than a month old; looks like someone made a stub and forgot about it, but continued making wicks.
PM the creator, yes. I did a quick search on fimfiction but didn't find the fic. So unless you can find it somewhere, it should probably be cutlisted too. Make sure to give clear reasons to both the cutlist and the original creator.
So, something along the lines of:
"Hello, Regarding the page Ancient Sins, there doesn't seem to be any tropes or links to the story to verify it as a works page. If you could provide a link to the story's existence then all is well, otherwise the page will have to be referred to the cutlist for removal"

Yeah, basically. It's hard to make a polite version of "this page you made is gonna get cut unless you fix your many mistakes," but it is what it is.
Sent a message and haven't gotten a response. Is there a specific place to sent the page for cutting, or do I just report it?
Probably not the place to ask, but since I've been getting some responses...
Cutlist. Again, make sure your reasons are clear and concise. In this case, "Stub with no work link, see here for more detail" should be sufficient.
I also did a general internet search for the fic, rather than just on fimfiction, with no more luck. This is beginning to look like an unpublished work to me.

So I was breezing through the And Then What? page and found a link to a fanfic called Ancient Sins. Curious, I opened the link to see what it was and found... nothing. No tropes, no link to the story, just a folder and a very basic description. It's on over one hundred different pages here, but I feel hesitant to just shift things over without knowing if the fic actually exists or not.
How would you approach this situation? Message the original creator of the page and ask what's up?
