The issue is that while you may be bisexual (i.e liking both genders), what comes next may depend on the laws of your country.
Some countries 1) prohibit premarital sex, some others 2) prohibit same-sex marriage, and those two circles have some overlap.
- Say only 1) happens. Bob the bisexual can only legally have sexual intercourse if he marries someone, whether opposite or same sex.
- Say only 2) happens. Bob the bisexual may have intercourse with both genders, but he can only marry the opposite gender.
- Say both 1) and 2) happens, Bob the bisexual can only have sexual intercourse after marriage, and he can only marry the opposite sex.
Bob's bisexuality is definitely inhibited in the third scenario, while in the first and second he can only show his bisexuality in a limited way.

Also, people break laws all the time. There are still gay people in countries where homosexuality is illegal, which is what it sounds like you're talking about, since there are, as far I know, no countries in which it's okay to be gay but specifically just illegal to be bi. Also also, what does this have do with this trope?

Honestly? I don't know. There are at least a few countries that allow gay marriage AFAIK, but for those countries premarital sex is nothing big.

- I know, but in some countries only marriage relationship matters, legal-wise. While AFAIK it's never "illegal" to be bisexual, many countries still don't allow gay marriage. Which leads back to what you say: they resort to breaking the laws.

I've looked at the discussion post you're referencing, but that person is arguing that No Bisexuals is actually true, on the basis that you can only be bisexual if you are married to multiple people, which is obviously gibberish.
I feel the need to say again that No Bisexuals is not simply "this work doesn't have any bisexual characters". It is a specific attitude which must be expressed by a work, either by a character outright stating it or a noticeable lack of mention of bisexuality where one would seem to make sense
