Okay, reading through the event, either A) N is obscuring the truth about what Togepi was saying or B) Volo had no idea Togepi particularly likes him. Honestly, I keep on being reminded about Colress's speech about how "Pokemon simply want to do their best for their Trainer" to really say if Volo is being a good Trainer or just good at exploiting even his own team.

I'm gonna go with option B, TBH. I do think Volo and Togepi have a genuine bond even if Volo is self interested given his reactions in the trainer lodge, it's just Volo is too cynical to realize what he's got.
We see in the event that he thinks of bonds as a self serving kind of thing, and it's a matter of "I'm using you before you can use me." with Volo, but given how he's surprised at how Togepi actually is affectionate to him, they might be building towards a Giovanni and Mewtwo type of friendship character development, where Volo does appreciate Togepi's loyalty after learning of it, but in a way that enhances how evil he is.
I do find it interesting that of all the friendship mons Volo has, two of them are empaths and would know exactly what's in his heart and are still loyal to him.
