Well, you'd need an account, and you'd need to install the EGS, but there's no paid subscription, if that's what you're asking. Just Epic taking up space in your drive.

I'll add that you don't need to download the client immediately to claim the game too. Just making an account, then going to the free games section on the website to claim it (without any card details too).
That way, you'll always have it when you're ready to download the client and game.
