Add post button in 24 hours

Every time I look at a topic to reply to it has a 'post button will be added in 24 hours.' Is my ability to reply to topics limited, because I'm a new user?

I’m pretty sure new accounts aren’t restricted to certain topics and can post in any thread after the first 24 hours. The reason why the forums have that restriction in the first place is to discourage spammers from posting external links (which seem to be a good deterrent so far).

I sort of figured that was the case but just wanted to ensure I wasn't being stupid and overlooking something (I've done this numerous times before).
