Because fixing bugs takes time and the website has a limited development staff with lots of other things on its plate?
I'm annoyed about neither search function being functional as well, but as a professional web developer myself who has worked on search functions before with far less data, efficient searching is a bitch to work with, let alone if you have as much content as this site has to sift through. It's not something that gets fixed up in one day, and I'm certain the devs are well aware of it by now.
