Child abducted 19 years ago pronounced dead

Osaka police force are finally calling off the search for then 8-year old Sumiragi Hitan, who was tragically abducted from her family from a shopping center. This case had gone cold years ago and, with no new evidence trickling in, law enforcement has declared the search over. Young miss Sumiragi, who would be twenty-seven this year, is survived by her parents, Sumiragi Konoka and Sumiragi Ichiro, heads of Sumiragi Electronics. A life cut short, gone too soon.

  • THE DEVIL'S THIRD
    • Since the appearance of gifts, Street Crime had been on the decline. The Bloods and the Crips had become a thing of the past once the law gained the ability for people to fly around and shoot lasers from their eyes. Now, a select few street gangs remain, at least in the major sense. Among them is the Devil's Third. The Devil's Third is notable for having a tight grip on New Hope City's underworld. Started by combining two groups; The Aces and The Eighth street Saws. Now, the D3 was numerous but weak. All to often they'd march into the awareness of heroes and get beaten as a result. This changed a few years later when the former marine Alex 'Oso' San Miguel took over.

Aside from military training, Oso gave the Third several rules that they still operate on. One; stay in the less fortunate areas. The docks, the slums-anywhere they would make less news. Second is to never shy away from outside help. The D3 has had dealings with several other criminal organizations-everywhere from the cartel to the Yakuza. They are willing to gun down those who enter their turf, but they are more than willing to offer a level of trade. Three, All 'metas' need to learn their shit before they get put out on the field and are generally forbidden from any substance abuse that's not weed. Four, be helpful. While the D3 are brutal and bully those who live on their turf, they also make sure people have medical supplies and the like. In fact, some actually see the Devil's Third as heroes, though this could be to just stop the Devils from kicking their ass.

Currently, the Devil's Third members have been focusing on gaining more and more metahumans in their ranks and there have been a few mentions of their current leadership; Eddie 'The Elephant' Lorchan and Harold Urca but both of these have remained unseen.

The Answer

Operating out of the clubs and back alleys just shy of downtown New Hope is a man without a face and dressed in the style of a 1920's gangster is a criminal known as The Answer. Not much is know about him, not even his name. In addition to his lack of face he also seems to leave no fingerprints. Those who have met with him claims he has some sort of advanced pistol clearly visible in a holster. However, what powers he has and the nature of them are unknown. What is known is that he showed up in New Hope city and quickly took over a large gang with unconventional tactics. Since then he's been mostly silent but whenever criminals come to him with a request he seems to always have an answer to their problem.

Unbeknownst to everyone who has worked with The Answer he is actually an unpowered human using a stolen experimental mask and gloves that hide his face and fingerprint details while appearing to be normal human flesh, unless one knows how to take them off the mask and gloves seamlessly blend into his actual skin.

Denial

A notorious soldier of fortune going wherever the pay is the highest, Denial (real name unknown, uses "Denny" and "Donna" as "real" names) has been in employ of all moral alignments, though naturally it is the villains that have use for her prowess. Although versatile with every kind of weapon out there and equipped for every situation, her main selling point is her Gift, aptly explained with her codename: Denial can nullify or severely limit the effects of other Gifts, either by remaining in physical contact with them or by imbuing a given object with her power. Her bullets carry far and wide, and each of them will shut down the Gift for a time or make it that much harder to use.

It is easy to look down upon Denial due to her manic ways and bubbly demeanor, but evidence seems to suggest she plays up her ditzy bombshell persona on purpose. In combat, she often uses non-lethal ammunition first; something of a sadist, she seems to enjoy schooling her enemy in all humiliating ways before beating/killing them.

While she has no qualms about working for questionable superiors, she makes it a point not to involve civilians and unnecessary casualties. Even when her job involves tangling with non-gifted law enforcement she only resorts to lethal force if it's necessary. Any Gifted trying to fight her, depending on how much time she can spare them, will find no such purchase.
