You always chose the person then choose the form. Like for Naoto you had a choice between normal and "shadow type" on the character select screen. [1]
So you would legit start out as SS Goku but the only real changes from base Goku are the type of special meter he has which would likely change his ultimate move as well.

Not sure if they'd go for a groove system this early. The Shadow Selves were a typical ASW EX character insofar as they had their old moveset before the Ultimax balance changes and updates, but they also lacked a Burst and had infinite meter when low on health.
Since there are no early editions of this game to call on (though I guess they could use earlier Arc Sys DB fighter movesets) I doubt they'll play it that way. It'll probably be like a weaker version of Sol's Dragon Install - a transformation that buffs all of his moves and attributes - that lasts longer and maybe comes with a new super.
Huh? Goku is Super Saiyan all the times as is. SS3 is an attack, not a transformation. We were considering the possibility of forms in the vein of Persona 4 Arena. Its more likely than a roster of over fifteen people, I'd say.
Gold Freeza does work like that, though. At least as far as I see.

All of those are 1v1s, and so they don't need any more than 8 or 9 characters. Having more than that is extra.
Generally, fighting game rosters will have enough characters so that they player can go through arcade mode without fighting the same character(s) more than once. As the standard arcade mode is eight fights, the base size for a roster is usually 8 times however many characters are on a team.
The last Arcsys DBZ fighter - Extreme Butoden - was a variable team/ratio fighter (a la Capcom vs SNK) where you could choose to have 1-3 characters on a team, and which had 25 characters after unlocking. On a game that's strictly 3v3, having 12 or 13 characters is ludicrously low unless we're not getting an arcade mode at all.

It released in arcades almost half a year before its console release. The arcade version had ten characters with the other three added over time.
Just don't get too hopeful for a huge roster. I mean, hell, I'd love a huge roster. The characters are the whole point of something like this. Its just that, historically speaking, ArcSys games have small starting rosters that rely on DLC and future releases to full flesh them out.

They really value game balance, too, so they're going to make sure characters feel good to play and are balanced before needlessly bloating the cast.
As great as it is to get a huge cast to dive into right away, all the best fighters take their time and build their casts up after extensive testing and fine tuning.

Sol and Order Sol come to mind.
Watch SymphogearOrder Sol only came in GG XX Slash, which was one of the many Updated Re-release games in that series. I think the only time the actual, initial roster had an alternate form of a character is Robo Ky, and even then he wasn't tournament legal until a few updates in.
Labrys and Shadow Labrys.
Shadow Labrys is an entirely different character for all intents, purposes, and gameplay, and she was initially an unplayable boss in the arcade version.

The devs are on record saying they're not going to be doing transformation alts, but I'd expect them to be "alternates" that are actually quite different in execution, movelist and even animation - a la Labrys and Shadow. In-universe, this would almost mean characters who have alts that aren't normal transformations or are so different in scope and concept that not separating them is a waste: so, like Majin Vegeta vs Regular Vegeta, SSG Goku having an entirely different set of moves and cinematic transformations than regular Goku, Adult/Ultimate Gohan (or Saiyaman) vs Kid Gohan, etc.
According to Maximilian and his convos/interviews with developers, they really are focused on making this a wide ranged roster across the entire franchise and are specifically going for being diverse rather than repetitive - which is great because I'd love some Dragonball reference - though given how much this game embraces the flashier, more explosive aesthetic of Z I'll believe it when I see it. Still, if all we got from Dragonball was a "Teen" Goku alt (or to be precise, Goku when he fought Piccolo Jr), but with moves and abilities that reference the whole scope of Dragonball, I'd be alright.
Also, they are considering pursuing crossplay if we give enough support for it. As well as developing a Switch version:

I'm honestly not sure who from Dragon Ball would work well in a game that seems so focused on ki attacks and high flying.
Oolong's transformation could make a Teddie or Faust style weirdo, since Buu isn't nearly as strange as he could be, but he's been so out of focus I doubt they'll add him, and pretty much every other major DB character that comes to mind is pretty vanilla overall, Merc T aside.

Dragon ball would be a good place from which to draw a primarily physical oriented fighter, like the game's Jam or Bullet, but even so given this game's sheer intensity in style there are still few characters from there that would really fit.
Kid Goku, Teen Goku, King Piccolo, Piccolo Jr (or early Piccolo), or Roshi make the most sense. Since he hasn't done anything in years anyway, Yamaha being Dragonball-styled would work too, especially since (at least imo) that was when he was at his most visually distinctive.

I would not play if Japanese Goku was the only option. I have yet to watch Super because it.
Trunks trailer from EVO today. In addition there will be 2 more characters revealed on the 21st, and signups for the beta with 9 characters will begin on the 26th.
Maybe I'm just crazy or don't have an eye for this, but does any one else feel the characters, the Saiyans especially, are kinda samey? On top of having very similar silhouettes and blond hair, they just don't fight that differently from one another.
Matches still look great and the way things unfold make the game look fun, but only Frieza, Buu, and to a lesser degree Cell have any sort of at-a-glance distinction.
I'm sure they all play different, but watching casually, they blend together.
Considering how Super Saiyan went from a "Once in a thousand years, one will be born" legend to "Everyone and their fricken grandma can become one", Its kinda expected. Trunks at least has some sword combos.

If they were going to do that then why would they call SS Goku just "Goku"? I really, really doubt there are going to be too many alternate forms for this game.
