Just the intro seems like a really weird requirement considering what's happening in the story at that point and the last two big non-holiday/rerun events requiring full completion of LB 3

I think the reason is that the event doesn't require to know what happened in LB3 or leads to LB4 but still involves Neo-Chaldea.
It requires knowing Sion, I assume. It's also safe to say the welfare will be Gray, right?
