True but what would be the point in everyone/most of the cast failing? I could see a select few failing but not more than two or three.
I'm not saying most are going to fail (or pass) just saying that passing here doesn't mean they pass the whole thing. It seemed like that might have been a bit unclear.
I just noticed this, so I'll say that this only follows if we assume his power works through skin contact in general instead of specifically his hands, but we don't have a reason to think that.

Worth noting his costume has a bunch of stopwatches, likely for indicating how long he's got left using each Quirk.
Also his hero name is apparently Phantom Thief, which explains the aesthetic somewhat.

Also, I think a manga reader with foreknowledge commenting on which theories are more or less is a rather iffy concept, spoiler-wise.
I didn't comment on whether she or anyone else actually passed, though. Just that "she's not important enough" sounds iffy.
Yeah, you could say less important ones failing doesn't matter, but by the same token them passing also doesn't matter.

The only reason I can think of for Mina not passing is her tendency to draw the short straw. She was one of the students not to get drafted, she was the only one on Team Bakugo that failed to. Her and Kaminari getting overwhelmed during the final exam.
Minor characters being likely to fail follows, if you believe the failure leads to character development. Of all the minor characters, I personally picture Kaminari and Ojirou as the most likely to fail, but it's hard to predict which minor character the author will choose to focus on next.

Like LSBK said, failing the first part of the exam does not guarantee that you'll fail the overall exam. And vice versa.
A lazy millennial who's good at what he does.No? Failing the first part does mean you fail the exam as a whole because then you don't get to move on to the rest of the exam. It's passing the first part that doesn't mean you'll pass the entire thing. I thought last episode made that very clear.
I really don't get why you're singling him out over that. Most of the costumes seem to be personal style over function, with maybe a few practical touches here and there.
