Jaggarnoth got to Throne via being punched really hard by Solomon David, so now Big J's armies are fighting their way through the multiverse conventionally, via the gate networks, which is slowing them down (that, and they're pausing to destroy everything they find along the way).

Organization, I guess. I doubt many of the worlds they're attacking are putting up a co-ordinated defense, with the current order in shambles.
Not like before that the defenses were all that great.
Mammon didn't care beyond just his fortress.
Mottom had an army subjugating and keeping the masses down to keep tribute flowing but again was mainly about her own fortress and fuck everything else.
Solomon probably did have a pretty good army but his empire got the most shambeled.
Gog is just worms. I personally think she owns a lot of the parts that aren't on fire.
Incubus is in on the fire party.
Jadis is just a local cult, again focused on the fortress.
Absolutely nobody besides Solomon and Jagganoth were ever preparing for the Second Wheel War.
