Papers, Please would be my current recommendation because of the Greenlight Sale Steam's currently having. Otherwise I'd say hold out and wait for another seasonal sale to come along: that way you can get the best bang for your buck out of that $20.

BTW, Metro 2033 is being sold for $3.75 USD on Steam right now, and given that game's quality it's a definite must-buy and more than worth the cash!
