Eddie's been working on an article creation screen that would compel the selection of a namespace. We don't have an ETA yet.

I thought about a ban on creating new Main namespace pages, because most of the time it's a trope or index that didn't get through YKKTW, a rename without TRS, a work page, or a new redirect to a work page. Most of the time a new Main/ page is created is wrong. One problem I could think of is the prevention of creating new redirects.
