As one person I know that used to be a 4Channer in his younger days put it

Pretty much, we live in a social climate where "being a bully is okay, as long you bully those society has deemed acceptable targets" is a general rule.

I don't fully know myself.
My knowledge of 4chan and "internet lingo" ended when I was 14, maybe 15, and just assumed it to be a nasty corner of the internet with a lot of fetishes and unpleasantry. Since then, I've heard of Project Chanology, the recent incident that shall not be named, and the celebrity scandal.
From what I understand, 4chan is a place to post porn, anime, artwork, etc and to be a total ass to anyone and everyone you meet there. So apparently, the person responsible for this bowed out and tried to sell off the domain or something. So a bunch of angry users committed to bringing it back as "8chan".
It's sort of like when that duplicate Encyclopedia Dramatica was made because the original was being censored. People go out of their way to ensure they have a place to CAPSLOCK as many racial slurs, sexist remarks, and generally hateful commentary that builds up inside them.

4Chan sways back and forth between "stuff I can get behind" to "what the hell are you morons doing?" on a dime. The site is really bi-polar in that regard and it makes it hard for me to have a set-in-stone opinion of them.
