Though I do think Kreia would SLIGHTLY put Palpatine above a Dark Side Exile (who just disappoints her because all they have is pointless cruelty with no gain.) while Sidious at least had UNLIMITED POWER and control over the galaxy as goals.
Kreia at bare minimum approves of manipulation and cruelty as long as it's practical and leads to some kind of tangible benefit.

Kreia would have looked down on Anakin the same way she does Sion and Nihilus; as someone who got in way over their head and is now ultimately trapped by his own choices. Not to mention the unique circumstances of his birth would leave a bad taste in her mouth. I don't think she'd have a high opinion of him at all, Jedi or Sith.
I also obviously think she'd see Sidious as any other power-mad Sith Lord. Not much else to say there.
Now a good question is what would she think of Luke?

I genuinely think Kreia would see ROTJ Luke as a paragon of Jedi kind.
TROS Luke as a fellow grump.
Though TROS Luke at Crait would get her some actual approving nods for inspiring the Galaxy.
Or alternatively, she would mock him for perpetuating another cycle of Jedi vs Sith that the Force will just reset to have the conflict again.

I wonder how she'd feel about Rey, then, considering she put an end to the whole Jedi/Sith conflict once and for all (assuming Lucasfilm doesn't just bring the Sith back again somehow like they did in Legends) by obliterating Force-lich Palpatine and his Sith Eternal cultists.
