Hey- what does it mean if a "notion" develops or changes character? Do those of us in this world suddenly have different types of thoughts?

At a guess, I suppose that a notion developing might reflect — or be the underlying cause of — an idea developing and changing. The person in "our world" doesn't suddenly start having new thoughts, but a given thought — "wouldn't it be cool if there was a new game in the vein of Heretic", for example — might begin to grow and change in one's mind — "-and it could be made even cooler if we add in this weapon, or that new gameplay mechanic", for example — potentially becoming much more than it had previously been.
Cool. I suppose that "notions" are not the specific thoughts occurring in the heads of individual people at one point in time, but are rather general types of thoughts that lots of people could then draw upon. It would be like "memetic evolution" happening across a whole group of people over time. So that as character development occurs in-story, somewhere else cultural evolution is happening.
Hmm... That's possible — I'll confess that I've been operating under the assumption that they were indeed thoughts in the head of a specific individual. That they're elements of a sort of cultural collective "mind" is an interesting idea.
My Games & Writing
I just sort of assumed that they are cultural archtypes, like Muses. I mean, what kind of person can have all those thoughts?
How many individual scraps of thought go through one's mind every day? How many fleeting notions, ideas, plans, or snatches of song?
On the other hand, their persistence — that they seem to last as long as they do — perhaps argues for their being cultural elements rather than personal; time compression might be in effect, but I'm not convinced that that agrees well with the amount of time taken for one of them to develop.
