I've got a friend running translation; he says the tweet is calling it a sequel, but the brochure image is too cut off for him to get much out of other than that Shaft's President is mentioned.
Edit: He found a fuller image, it seems to be basically just producers talking about how moved they were by the anime and fans.

Personally, I'm just going with the idea that it's a sequel. I feel that if it were the Magia Record anime, it wouldn't be so vague as that was already announced a while ago.

This song needs more love.Overthinking is usually how people become convinced things like this are for real. In any case, if it's actually happening, we'll probably get an unambiguous announcement very soon (which is the main reason I don't buy into cryptic clues like this—if I turn out to be wrong, I'm not missing much).

Heart of StoneThat witch might be the most disturbing. The entire time of her fight, gurgling sound of babies can be heard. The item drop from the witch implies that she's less a babysitter witch and more an abortion witch. The name of the witch came from a TV series back in the 80-90s I watched back when I was in grade school that is all about women's hardships, and it burned forever in my heart.
Seems to be entirely new characters though Madoka herself is part of the profile picture. Here's hoping we at least get cameos from Kyoko, Sayaka, and Mami.
The original 5 are supporting characters, each spread over early chapters solo before they come together in the middle. What I'm worried of is how they're going to adapt the rest of the secondary characters, as Kamihama has a large community of meguca with varying degrees of plot relevance. I think even the major secondary characters like Momoko's group can really stretched the anime, and that's not even counting the more minor ones like Nanaka's group.
Clearly they should spread things out over like ten seasons so they can hit everything, including the events crossing over with Kazumi and shit.
The stage play goes to chapter 5 (if I'm not mistaken? Need to watch it again) and proceeds to cut Momoko's group and Alina scenes, which then only use Touka as the main bad guy with the Amane twins as flunkies. This creates a problem later on but then again, stage play usually change things to save run time.
Anime on the other hand, has the time to adapt a lot of things, but might not have the time to adapt everything either, so to get that sweet spot of "decent adaptation" is a pretty harsh job for the script writers. But if they make Candy the Stand-up Ear Witch and the Misery Rhyton Rumor really freaky like in the game, then I'm satisfied enough to just turn off my brain to not nitpicking the adaptation differences.
I hope the sequel series fixes Homura's character. Her sudden decision to be Satan (it's been long enough that it's okay to not put that in spoilers, right?) ruined all of Rebellion and possibly the whole series for me.

She's completely in character. She stopped considering what Madoka wanted or decided for herself a long time ago.
Nah. Rebellion is terrible because not only did it ruin a perfectly happy ending (Well bittersweet but still.) but it absolutely ruined Homura as a character. Homura at the end of the series had come to terms with things and while she was upset she clearly had hope. In Rebellion? She's an abusive monster who has no respect for Madoka or anyone else's wants.
She stopped caring about anyone or anything other than Madoka for a long time. Literally her only reason to stop Sayaka from contracting is 'because it would make Madoka sad'.
ED: Hell, the only reason she really has for not wanting Madoka to become a magical girl is 'because I don't want you to'.

Heart of StoneHomura also turning into a witch probably further skewed morality further than it already was. Homura isn't exactly above doing terrible things to get the results she wants.
