Lily is probably only the herald of spring in Gensokyo. I mean, we don't expect Letty or the Akis to have bigger jurisdictions than that. Probably because Lily has an element of mystery that they do not.

Forever liveblogging the AvengersI am unsure about a fairy's visibility to humans. People in Gensokyo might be able to see, them, but I don't think humans from the outside world can, just like some ghosts.
Everything is relative.A number of god/youkai aspects seem to draw from whether humans believe in such beings, so fairy visibility may be on the list too.
Alternatively, the Lily team may only operate in locations where youkai exist in significant numbers and are actively believed in (Gensokyo, Higan, any other havens for the magical/supernatural that may exist), with the outside world being driven pretty much by SCIENCE!! instead and not having any heralds.

If it was as simple as belief equals reality, then it wouldn't be nearly as complicated/confusing as what we see in Touhou.
For example, humans "forgot" about the Gameboy. That was how the Gameboy or more advanced versions appear in Gensokyo. Yet, that does not mean all of the Gameboy is gone from the outside world. Also, no one really knows where Higan is. However, it should be safe to assume that Higan is where all souls go to when they die. This, of course, includes humans from the outside world, as well as Gensokyo. They made it very clear that Higan is not part of Gensokyo.
Everything is relative.Not exactly following the Gameboy example; I always thought it was pretty well accepted that the Gameboy was invented by us and does indeed exist (and I highly doubt people no longer believe cellphones exist, despite them ending up on Rinnosuke's shelves as well). I challenge you to find me a ghost or fairy at Gamestop or on eBay.
While some things do indeed end up in Gensokyo due to the outside world no longer believing in them — either inadvertently, a la Miko's tomb, or through a conscious decision, a la the Moriya Shrine — I thought our technology ending up there was a result of random barrier weaknesses combined with the fact that it's far easier for a person/item to enter Gensokyo than to leave it.
If what you're trying to say, however, is that there could still be Lilys in the outside world doing their job without people knowing they were there, then sure, I wouldn't disagree with that.

I assume that they just go unseen. Because fairies. I am pretty sure they can do that.
Or maybe Lily White and her ilk are such determenators about heralding in spring, that they fight through the disbelief through oblivious willpower. While invisible.

Now instead of Faeries bringing spring int he outside world, it's axial tilt. The Lilys assigned to Gensokyo and Higan are alright, because in the former, Gensokyo accommodates the disbelieved, and in Higan, spring isn't caused by axial tilt because it's not part of earth proper.
I write some fanfiction. Satori's Tale is done... but I'm not.I don't think Lily White is assigned to Higan at all. I am pretty sure there are no seasons in Higan.
That is the thing, it isn't the case. The random barrier weakness isn't the reason why some technologies end up in Gensokyo. Both the gameboy example and this tower is the result of people forgetting about it.

Forever liveblogging the AvengersIf I recall, the Kusanagi ended up coming over because people thought that the original was lost and the one that the royal family has now is a replica. Maybe the Game Boy isn't so much people forgot about the Game Boy (after all, even though it has been outdone and succeeded many times now, it has left it's mark on video game history and all), but rather, people thought that specific Game Boy was lost, like a child misplaced his Game Boy, assumed it was lost forever, told everyone it was lost forever, and then it slipped through because everyone though it was lost forever. If that makes sense.
...Also, Lily White. She has a nice outfit.

Rinnosuke will easily ruin your plans of having a Gameboy youkai. It needs to be something that looks like it belongs in Gensokyo, then he won't bother with it.

Anyway, Phantasmagoria of Flower Viewing takes place in Spring, so we all know Lily White is busy declaring Spring.
This season is special and Lily White knows it, it is the 60th cycle, many flowers will bloom.
To celebrate this occasion, Lily White split herself, to dress in black.
Lily Black shall play with flower connoisseurs.
While, she will go forth and declare spring to Gensokyo.
This year, the coming of Spring will double.
Sadly, those that meet her believe her as another.
An invitation from the Scarlet Devil Mansion was sent to Lily White and Black.
This misunderstanding can easily be solved, if she would explain.
But why talk when she can bring both, she thought.
And thus, Lily White and Black arrive at the Scarlet Devil Mansion with none the wiser that she is, but one.
