• Why hasn't Dukat lowered the lights back to their original level on Terok Nor, which we always see in flashbacks? It's possible that Weyoun forbade him, but you'd think this would be a sticking point, given how Garak notes that the lights on DS9 are uncomfortably bright to his Cardassian eyes.
  • Weyoun might be resisting such a step, given that he's still trying to keep up the spirit of a non-aggression pact with Bajor (for now) and slaps Dukat down when he starts talking about reinstating Cardassian rule. If Kira (and Odo) objected to changing the environment to something Bajoran citizens found stressful, Weyoun might have told Dukat and his troops to suck it up and wear thermals.
  • Sisko had it set like that, and Dukat wants to prove that if Sisko can live in that then he, the tough Cardassian that he is, can do it too. Because Dukat is nothing if not petty like that.
