Headscratchers / Harley Quinn

• Something that's kind of bothered me ever since I first read about it: If Harley is really crazy and doesn't really get the consequences of her actions, why would she go to Hell? Isn't that kind of like if a 5 year old finds a loaded gun and shoots a bunch of people, and then gets sent to Hell for it?
• I'm probably missing something important but, in the final story arch, why do they have to let the little girl go blind if they already have the code scanned from her? Couldn't they just fix her eyes and pay Harley as well?
