Fail Shep heads to Illium to recruit his next squadmember, Samara. Samara is a member of the Justicars, a religious order of the asari devoted to carrying out justice by any means necessary.

Upon arriving on Illium, Fail Shep is told to meet with Liara, who is now working as an information broker. Liara seems to have become even more insane than the last time Fail Shep saw her and she seems to be working on something big, but all Fail Shep cares about is Samara's location.

Samara is currently investigating the murder of a volus merchant who was most likely killed by Eclipse mercenaries. Unfortunately, the Illium government doesn't want Samara to cause a diplomatic incident, so they have the police arrest her for refusing to leave Illium. Although the Justicar Code would ordinarily compel her to break out of prison and kill any cop who tries to stop her, Samara manages to bend the Code enough to make a deal with Shep. Samara is investigating a fugitive that the Eclipse mercs recently smuggled off of Illium. If Fail Shep manages to find which ship the fugitive was smuggled on, Samara will leave Illium to join the team.

Fail Shep interrogates Pitne For, the business partner of the murdered volus. Pitne confesses that he and the victim were dealing drugs to the Eclipse and that the mercs killed his partner after they realized that the drugs were contaminated. Pitne gives Fail Shep and access card to the local Eclipse base.

In the Eclipse base, Fail Shep encounters a merc named Elnora, who gives him a sob story. Fail Shep feels pity for her and allows her to escape. Further in the base, he finds an audio log where Elnora brags about killing the volus.

Deep inside the base Fail Shep finds two things: evidence that Pitne For is a drug dealer and HIS BIOTIC LORD AND SAVIOR, Niftu Cal. Niftu Cal is a volus recently given the power of godhood by being forcibly ingested with massive amounts of drugs and He plans on completing His ascent by feasting on the biotic-rich blood of Wasea, the local Eclipse commander. Tragically, Wasea kills Him without breaking a sweat. Fail Shep proceeds to avenge Him and gets the name of the ship the fugitive left on.

Samara joins the team. After returning to the Normandy, Fail Shep realizes that he "forgot" to give the local police chief the evidence of Elnora and Pitne's criminality.
