4The protagonist Nicholas Angel and Yu Narukami from big cities and bumbling partner and has become only detective in village and the connection goes deeper as the police officer is the main culprit.

8From an out-of-universe perspective, we know that Simon Skinner is set up as a subverted RedHerring-that is, he's so obviously the killer, then it turns out he isn't, but then it turns out he's part of the organisation that is. However, this does leave a nagging question-if Skinner is part of an organisation that doesn't want to make it obvious that they're murdering people, why does he act so obviously evil all the time?

10The answer to this lies in the backstory. The NWA were forced to kill Sergeant Popwell after he deduced what was actually going on. It would be logical for them to realise that this situation would likely pop up in the future, seeing as it already happened once. They also can't just kill anyone in the same position as Popwell, as even the dimwitted police force of the town could probably put two and two together once anyone who questions the "accidents" mysteriously dies in one. So, they needed a way to draw attention away from the truth of the murders.

12Enter Skinner.

14Simply put, Skinner begins acting as ObviouslyEvil as possible. This attracts the suspicion of anyone in the same position that Popwell was in, and also acts as a set of blinders, preventing them from realising that more than one person was involved. They focus all of their attention on Skinner, but when it comes time to prove their theories, suddenly, Skinner has alibi after alibi and none of the evidence points to him.

16Not only does this help convince the other police further that the murders were really accidents, it also demoralises the officer in question, making them doubt the idea as well. They stop pursuing the investigation, everyone involved believes even more strongly that the deaths were accidental, and life continues as usual.

18All of the above happens to Angel throughout the film, step-by-step. It's also backed up by the fact that none of the NWA have any sort of hostile inclination towards him after he accuses Skinner (except possibly Skinner himself-though it can be construed as smugness, or the fact that he just got accused of murder)-instead, they simply ask him how the investigation is going-helping to reaffirm that the plan is working.

20The plan only fails once Nicholas keeps going after his first theory failed. It's at this point that the NWA realise that Angel's not going to let this go, no matter what, and have to resort to their tried-and-true plan B-namely, to kill him and MakeItLookLikeAnAccident. It all fits in with what happens in the movie-and if it were true, it would add a whole new, intriguing facet to Skinner's character.

22[[WMG: The inspector suspected something was wrong in Sandford, but he couldn't prove it]]
23Who else would he send but the best policeman (sorry, police officer) in the service?
24* That's actually a very good theory.
25* It would explain why they want Nick back at the end and why he gets the call from London that he never replied to.
26* Building on this, The reason the Inspector didn't just outright tell Angel his reasons for sending him to Sandford was that ''he wasn't the first officer he'd sent there''. The first was Sergeant Popwell, who is implied to have been an investigator on par with Angel, and just as serious. He figured it all out, but as he was older than Angel, he didn't bond with Danny like Angel did and was less physically fit. Like Angel, he didn't suspect Frank, so when he reported his findings to him, he was easily killed (his relative lack of physical fitness preventing him from escaping). His disappearance prompted the Inspector to send Angel, but ''he didn't give him the full story'' so that the locals in Sandford would think the Metropolitan Police didn't suspect anything, and so that Angel wouldn't let slip to Frank why he was there -- the Inspector having his suspicions that there was a mole within the Sandford Police. As it happened, Angel came up with the exact same conclusions as Popwell, but was younger, fitter and had bonded with Danny which gave him, luckily, an ally to be fake killed by and return.
27* One problem, though; sending an officer essentially undercover to investigate a potentially lethal conspiracy possibly involving fellow officers ''without actually telling him what's up'' is, at the very least, incredibly negligent.
28* My theory as to why the Inspector didn't tell Angel was because he knew there was something fishy about Popwell's disappearance, and he decided to pull a bit of a BatmanGambit, if you will -- keep Angel in the dark, keeping him from having a tainted view of the village, and get a detailed explanation.

31The NWA assumed that the easiest way to get rid of their guns was to just dump them. Since it apparently worked the first time, they continued dumping them in the same spot. When the found Webley had come across their guns, they realized they were risking their cover being blown. They didn't kill him because he was cutting down hedges, they killed him because he almost got them caught.

34It would explain where he "found" all that firepower. And why he was so blase about it.

37Frank states that he'd "never seen such dedication" when she threw herself into the Village of the Year competiton. Though we know next to nothing about her, it seems it was rather sudden and unusual for her to throw herself wholeheartedly into the work, and for her to kill herself upon one failure, suggests that she was staking her wellbeing on one thing, to the point of obsession.
38* Obsessive behaviours in order to keep yourself "happy" is a major symptom of clinical depression.

41Frank mentions in the church scene that he was like Nicholas once, His obsession could have even played a role in the division between him and the rest of his family at first, and given what we know of what became of Irene Butterman, Frank would take his lengths a step further and train Danny rigorously, so he could grow up to be an obedient yes man once he entered the force, just like his old man.

43Frank and the rest of the NWA could have had their way if more were to carry on their ways, as is the case with Micheal.

45With Danny however, as soon as he meets another good cop closer to his age, it is only then that Danny begins to doubt his own father, to the point that he starts acting out, even faking Nicholas’s death. And it is only when he could hear Nicholas reveal the truth to him that he is no longer capable of denying any of the “activities” -personal or not- that his father and the rest of the NWA had been up to since.

48Although it is implied that Doris spouted sexual innuendos even before Nicholas was a member of the Sanford Police Service, she does walk towards Angel with a flirtatious smile on her face, stands incredibly close to Angel face-to-face, and to top it all off she uses her best sexy voice towards Angel all at the exact same time in the scene where she is introduced to Angel, as though she was flirting with him (or at least was trying to).

51They knew the NWA were murdering people but couldn't prove anything, so they would commit their own rebellious acts. But they kept their faces hidden since the NWA couldn't just murder every teenager in town, which is why the always look so hidden and mysterious.

64Irene wanted to move away from Sandford, she was depressed and she recognized that her "dedication" to the Best Village competition was actually hurting her mental health, the NWA (at the time didn't contain Inspector Butterman) 1) didn't want some other village stealing Irenes talent, and 2) her taking away their friendly and charming Inspector, so, when they Gypsies moved in they had their excuse, as Irene was still "dedicated" to the Village comptetition, one last Win before leaving, driving home one night the NWA killed her, staged it to look like a suicide, which the NWA used to convince Inspector Butterman to join their crusade.
