4* ArtisticLicenseLaw: To impeach a public official does not mean to remove them from office; it means ''to put them on trial to be removed from office.'' So Oliver was in fact impeached; he just wasn't convicted in the end.
5* TheBadGuyWins: Oliver's press conference means the city no longer sees the Green Arrow as a hero, just like Prometheus wanted.

44* XanatosGambit: No matter what Oliver does to combat the impeachment proceedings, Prometheus wins. Sensible, given his only goal is to destroy Oliver emotionally before killing him.
45** If he gets impeached, he's removed from office and Star City is destabilized once again, undermining Oliver's confidence.
46** If he doesn't get impeached, but condones blackmail to combat it, then he's compromised his morals.
47** If he doesn't get impeached, but uses someone as a scapegoat (the candidates offered being Adrian or the deceased officer Malone) to save himself, then it further pushes the point that Oliver's choices wind up hurting his friends and family.
48** If doesn't get impeached, but tosses his alter ego under the bus (which is what he does), then Green Arrow is Public Enemy Number One (again) and that restricts his ability to operate as a vigilante.
