In a soap, you can tell a couple is "truly official" after they make up for the third time. However, with the introduction of Dr. Reid Oliver, Luke has a viable second love interest, and is currently wanting Reid to fight for him. Reid did, and Luke and Reid became the official couple with Noah barely seen.
