Frey is explicitly looking to keep his sister on the throne - just away from the Godwins who are using Gizel's marriage to a young Lym to run the Queendom while keeping her in a GildedCage. In fact, when an offer is made early in the game for Frey to declare himself king of a new breakaway kingdom, it is implicitly discouraged by forcing the player to agree several times, and then ''[[NonStandardGameOver severely punished]]'' if the player still goes through with it.
55* RoyalsWhoActuallyDoSomething: In the beginning of the game, nobles complain about this because, as a male royal, he's only supposed to do ceremonial duties or be married off to some foreign princess.

But the game quickly [[BaitTheDog pulls the rug out from under the player]] by flashing back to the inspection mission when she asks how it went, where the player will quickly learn that she devastated a town, killing its rulers, drying up its water, and leaving the scorched remains infested with a terrible plague, then threatened any doctor who dared arrive to treat them with terrible punishment. When the narrative returns to the present, she begins ranting about how the divine power of the Sun Rune [[AGodAmI makes her judgment like that of a god's, infallible, unquestionable, and immutable]], before Ferid snaps her out of it. This establishes the ''[[WithGreatPowerComesGreatInsanity other]]'' half of her characterization.
