While Arnold tested his HatePlague tech on a group of brides and grooms at a celebrity wedding, Valentine used it on a gun-toting hate-group. While Arnold had ableist tendencies by giving his various henchmen nicknames based on their handicaps, Valentine is a BenevolentBoss who is only ever cordial with Gazelle.
21* AffablyEvil: Valentine is a down-to-earth, very friendly, cheerful, and charismatic fellow who's mildly dorky, doesn't care at all about his billions, and is primarily concerned with saving the world and humanity. He shows a dislike of politicians who "stand for nothing but re-election," he's genuinely charming, makes friends easily, and absolutely believes he is doing the right thing. It's little wonder so many of his co-conspirators come over to his side willingly. [[spoiler:He even mourns the death of his previous kidnap victim, Dr. Arnold.]]

Yet who does he decide is exempt from his EvilPlan? High society politicians, aristocrats and every other UpperClassTwit in his phonebook, his plot being a KillThePoor-scheme as a by-product.
59** Valentine is a self made man who literally came from nothing and genuinely seeks to make the world a better place. Unfortunately, the people he chooses to spare during his evil plan are all the social elite, many of whom are from old money and never made their fortunes themselves.

However, not only does Valentine recruite ''these exact same people for his scheme,'' but his manages to convince them one on one to join up with him.
