26Exactly what the title says, a nameless blonde-haired ring announcer who presides over the Tenkaichi Budokai tournaments (the official ones anyway). After a few encounters with Goku and his friends, he eventually starts to know them on a first-name basis. He is always excited when they come to enter since ''something'' is bound to happen when they get in the ring.

29* ArbitrarySkepticism: Averted; he is one of the regular humans that is not affected by WeirdnessCensor, and understands just how strong Goku and his friends are due to seeing them in action in multiple tournaments, even having seen Krillin die once only to be alive again by next tournament. So, when he meets Goku again after several years and sees the halo he has, and Goku explains he died fighting Cell seven years ago and is just back for one day, he says as crazy as it sounds he'd be a fool to not believe Goku by now.

He looks like a man in his mid-twenties during the first Tournament Goku enters, but by the series' DistantFinale he has started balding, has a wrinkled face, and a slightly hunched posture.
43* OnlySaneMan: Particularly notable in the first tournament, when he points out the ''countless'' problems Roshi has probably created by [[spoiler: destroying the moon]]. Of course, he's not ''that'' much saner than the rest of the cast; his attention quickly turns to its ramifications to the match at hand.
44* PutOnABus: After the 23rd World Martial Arts Tournament, he was gone for 237 chapters (214 episodes if you go by the anime adaptations), nearly five years in real-life time, as the story grew beyond the Earth's limits and bigger and badder enemies became the series norm. The main cast had already begun to outgrow the boundaries of the tournament's restrictions as evidenced by all the times the ring was damaged during the matches of that last tournament (to say nothing of Piccolo practically leveling the ''entirety of Papaya Island'' along with the grounds in the finals). When he made his comeback in the 25th Tournament, it was a welcome sight after having to put up with the ZTV Announcer for the duration of the Cell Games.
45* RunningGag: Forgetting to start the ten-count every time someone gets knocked down. He's usually staring in shock until someone reminds him.
46* SecretKeeper: He knows exactly how strong Goku and his friends are, and easily figures out that Goku and his friends were responsible for killing Cell rather than Mr. Satan, but agrees to keep it to himself.
47* SeenItAll: He's known Goku since he was a kid and has been there in every tournament since. 87* EarlyInstallmentCharacterDesignDifference: In the manga, Giran has three toes on each foot during the 21st World Martial Arts Tournament, but his appearance in the King Piccolo Saga gives him four toes. The anime version at first matches his design from the manga at the tournament plus his appearance in the Roaming Lake filler, but his showing in the King Piccolo Saga, as well as his cameo in the Kid Buu Saga, depict him with five fingers and four toes on each foot. However, once Goku grows his tailback, breaks free of the Merry-Go-Round Gum, and destroys a part of the ring's wall as a test of strength, he's scared witless and quickly forfeits.
98* ALizardNamedLiz: A giras named Giran. Bonus points for actually being some kind of reptile!
99* MightyRoar: Before his match with Goku, he lets out a large roar to assert dominance. He does it a second time in the anime after a sudden downpour postpones the match for a spell.
100* OlderThanTheyLook: His cameo in the Majin Buu arc doesn't show him looking much different from his last appearance in the King Piccolo arc. It may just be a trait of his species.
101* PetTheDog: Despite his brutish personality, he's not a SoreLoser, as the next time Goku meets Giran, he's quick to tell the other members of his group about his strength and that he deserves respect. Also, he has no trouble allowing Goku to destroy the dam holding up the water in Giras' pond when he learns that it's necessary to bring back the water to Nam's village (and shares a cheerful laugh with him when he manages to do so).
102* RealMenWearPink: His favorite drink is milk, and, according to the [[http://www.kanzenshuu.com/forum/viewtopic.php?f=8&t=32226&p=1008469&hilit=knitting#p1008469 Daizenshuu 7 character dictionary]], he likes to knit. He's also a former bully and thug who should not be taken lightly. When four Orinji Temple monks mock him for ordering milk at a bar, he beats the snot out of them in the time it takes the bartender to refill the glass.

However, they are pretty thick and strong-looking, and the way he (and the other giras for that matter) appear to be "crouching" whenever they aren't actually walking imply that it's a normal aspect of his kind's anatomy.
