11* AmnesiacHero: Managed to get amnesia before meeting with the Delinquents. He eventually regains a few details about his past.
12* ContrastingSequelMainCharacter: The main character of the first ''VideoGame/CriminalGirls'' became a Program Instructor by accident when he failed to properly read the details of his job. The main character in this game starts out as an AmnesiacHero. [[spoiler:It's eventually revealed that, unlike his predecessor, he specifically became a Program Instructor to look out for girls after he failed to do the same for his sister.]] He also takes the job much more seriously early on, trying to defuse fights between the girls and takes hits for them more often. Because of this, his girls warm up to him a little more quickly than the previous main's girls.
13* TheHeart: Despite all the in-fighting from the girls, his kindness and faith in them is what keeps them together. Indeed, the only thing they initially can agree on is keeping him safe.
14* HypocriticalHumor: During one of Shinoa's wishes, the Instructor gets rather embarrassed when she asks him to help her make new underwear. She scolds him for the hypocrisy, saying that he's already seen everyone's underwear during their motivation.
15* IChooseToStay: He is given the choice [[spoiler:by Enri when she asks if he and the girls can stay with in her Hell Spire to help rebuild and reform the system. Upon choosing this option, Enri gives him and the girls administrative rights and the nine of them work together to bring about a better Hell]].
16* MyGreatestFailure: [[spoiler:He and his sister, who used to be very close, were not on speaking terms after an argument caused them to drift apart. His sister later dies and he regrets not being there to help her. He went on to become a Program Instructor to help girls through the Reformation Program in order to make up for not being there for his sister.]] His time with the Delinquents allows this memory to return to him.
17* NonActionGuy: He has no powers or combat skills, unlike the girls. He is only capable of giving orders.
18* ThePollyanna: Despite the dangers of Hell and the missteps they suffer, he has complete faith in all the girls, even the Convict, and will fight to ensure that they all safely reform and return home. Despite some skepticism, he is ultimately proven right in the end.
19* TakingTheBullet: More so than the previous protagonist. He takes hits for the girls no less than three times despite possessing no way to defend himself.

40* BitchInSheepsClothing: She appears to be a well-mannered girl who wants nothing more than to help the Instructor lead the rest of the girls to reformation in a civil manner. However, she thinks of herself more highly than others and believes that only ''her'' ideas are the best. She is later called out on it and then develops into someone willing to consider others' opinions.
41* ControlFreak: It's her true nature and the root of her sin. She believes that only her ideas truly matter and tries to get others to follow, hiding it behind an air of civility. She gets rather offended when the others don't appreciate her leadership. Her past reveals that she dealt with delinquents in her school by scheming of ways to shut them down, thinking the teachers would be too useless to stop them, and while she didn't ''actually'' [[spoiler:destroy her best friend's boyfriend's life rather than accept she was allowed to live her own life]] before she died, she was definitely thinking about it.
42* {{Foil}}: To Lily. On the surface, they are complete opposites. Shinoa is understanding and well-mannered, wishing for diplomacy amongst the her fellow Delinquents while Lily is selfish and demanding of everyone's attention, causing the two to butt heads often. However, as the game progresses, it becomes clear that despite her more civil demeanor, she really isn't that different from Lily, believing herself to be better than everyone else and that her opinions and ideas are the only ones that matter.
43* InferioritySuperiorityComplex: She believes she is better than everyone else and gets offended when people don't listen to her or call her out on controlling behavior. [[spoiler:However, when she finds herself alone with the severely injured Instructor and can't heal him, she realizes that they were right and she was just trying to cover her inability to do anything but lead.]]

45** When Toko first introduces Motivation to the Program Instructor, Shinoa claims that everyone will be okay with being motivated if it means reforming. If she's chosen to be motivated, however, she is clearly offended.

47* JackOfAllStats: Her stats are nicely balanced and her skills allow her enough flexibility to be either an offensive fighter or a defensive tank with some status-inducing abilities for good measure.

As the story progresses, while Lily is still smug, selfish, and critical, her feelings are generally straightforward and honest. By comparison, Shinoa is shown to be quite smug and selfish herself as a ControlFreak behind that civil demeanor of hers, making her not that much different from Lily.
58* FriendToAllChildren: She's incredibly sharp-tongued toward everyone except Kuroe and especially Mizuki, the youngest girls in their group. She admits that she's projecting her sisterly love for her little sister onto them.
59* ImplausibleDeniability: When she first arrives in the Hell Spire, she tells you that she wants her parents to pick her up or meet with your superior or a lawyer, completely ignoring all attempts to convince her she died and went to Hell. It takes an attack from a Convict to convince her otherwise.
60* ImpoverishedPatrician: Her family fortunes had declined a bit ahead of her death. [[spoiler:Her classmates' and teachers' callous attitude about it didn't help.]]

Her "I Want to be With You" ending reveals that they did come back for her after she returned from Hell and have become a happier family ever since.]]

When her mother is left in critical condition trying to save a child and the child's parent actually didn't even give a crap about the child or the person who saved her, any idealism Tsukasa might have had was gone]].
119* DrugsAreBad: The item that breaks Tsukasa out of her HeroicBSOD is [[spoiler:a bag containing an unknown drug. She had been planning on taking it to get over her problems and live guilt-free. Naturally, her time with the party gives her the strength to reject it despite being urged to by her shadow]].
120* GyaruGirl: Never commented on, but between her tan skin, slangy accent, and obvious enjoyment of fashion, Tsukasa resembles a ''ganguro''.
121* HiddenDepths: While she is a tough delinquent-like girl, she's also the only one with working medical knowledge. One of her wishes shows her sitting down and reading a few medical books [[spoiler:and her ending has her studying to become a doctor. Also, those lollipops she always has stuffed in her mouth? She made them]].
122* JackOfAllStats: A mage variant. Her S and M skill trees give her access to some really good offensive and support spells and is surprisingly durable and fast, allowing her to take more hits than Kuroe while having more priority than Sui. Her offensive stats aren't as good as either of them, but are still decent enough to keep up with them and the extra debuff and status effects that come with most of her spells make up for it.
123* JerkWithAHeartOfGold: She riles up the party at every chance she gets and keeps claiming she's in it for herself, but when one of the characters are in danger, she immediately drops the act and does everything in her power to help, becoming a JerkAss once again when things cool down. At one point, Sui points out to her how contradictory her actions are.
124* MsFanservice: Her boobs are practically hanging from her hoodie, and the Instructor even has to remind her to pull it up so that they aren't fully exposed. [[spoiler:That does't change with her Knight outfit and adds {{Underboobs}} to the package.]]
125* RedHerring: She is not together with the other Delinquents initially, doesn't care about reforming or leaving for the real world, and likes to taunt the other girls, making it easy to believe she's the Convict. Indeed, she's accused of being the Convict a few times and doesn't necessarily confirm or deny it. [[spoiler:Naturally, she isn't a Convict at all.]]

139* MyGreatestSecondChance: While this is true of all the girls, [[spoiler:it goes double for her because she's the Convict. Luckily, her overcoming her past and attaining her Knight form convinces Enri that she has fully reformed and can return to the real world like the others]].

141* ReiAyanamiExpy: Short light purple hair, red eyes, shows little emotion, and mentions that she had been hospitalized for awhile. Like most expies, she slowly opens up to the Instructor and the other girls.
142* SquishyWizard: She has the second highest magic stat and some powerful spells, made all the more potent when her OPR skills proc another character to attack with her. Unfortunately, her defensive stats are almost as low as Kuroe's.

144* SugarAndIcePersonality: Her cold logic and brutal honesty make her come off as uncaring, but despite her words, she places a lot of trust in the Instructor and is able to compliment and stand up for some of the girls from time to time. She gradually opens up further as time goes on.

This allows the party to reform and achieve their Knight forms, making them powerful enough to break through the defenses of the System Manager and grant her access to the Manager's Floor.
156** Second, she anticipated that Enri would use up much of her power trying to protect the Hell Spire and the Delinquents because the next System Manager was designed to have an opposite personality to the previous one, who was cold and uncaring. As she expected, Enri, despite appearing confident, could barely keep up with Maya.
157* INeverSaidItWasPoison: What ultimately confirms Sui's suspicions of Maya being a Convict is her mentioning the main character's amnesia. They've only met once and the only characters who know that he's suffering from amnesia are the girls and Toko, so there's no reason Maya should know about it.
158* MotiveDecay: She only wanted to reform the Reformation Program so that it could extend mercy to those who failed it rather than damning them to Hell for eternity. However, due to being corrupted by the many souls she consumed, by the time you meet up with her in the Girl's Garden, she decides that destroying the System Manager altogether and taking its place is a far better idea. Then, upon realizing that her actions will destroy the Hell Spire, she ends up taking a liking to the idea and decides Hell in its entirety should vanish.
159* TheReveal: She is Toko and was manipulating the party into disabling the System Manager's defenses.
160* WellIntentionedExtremist: All she really wanted was for the Reformation Program to be more merciful towards those who fail the program but still have the drive and potential to eventually succeed. The previous System Manager's uncaring nature, her dismissal, and watching her girls sacrifice their souls to allow her to survive Hell, however, took their toll on her sanity.
161* WoobieDestroyerOfWorlds: She was originally a Delinquent, but her time in the Reformation Program had inspired her to become a Program Instructor upon reforming and had done an admirable job of it. However, not all of her Delinquents were able to properly reform and were cast into Hell despite her protests to grant them a little mercy and allow them to attempt it again. She tried to convince the System Manager and other Instructors while trying to keep her Delinquents-turned-Convicts safe in Hell, but this only made the System Manager suspicious of her, leading her to be stripped of her position and cast into Hell as well. Eventually, the dangers of Hell proved too much for Maya and her girls, so her girls decided that their best option was to give up their souls to Maya so that she would have the strength to survive. Maya naturally protested, but the girls felt that they would be better off keeping the one person who wanted to give them mercy a chance to live than for all of them to perish. Maya hasn't been the same ever since, becoming the manipulative, cold-hearted, and insane woman the party meets.

175* HiddenHeartOfGold: Behind her child-like cruelty is a girl who was just born into a world that she is immediately tasked with defending from a rather manipulative Convict and has little concept on how humans act beyond what little the previous System Manager left for her. Her taunts and tests are her way of trying to figure out what it means to be human and whether or not they are worth her time. Thankfully, the girls exceed her expectations and she is far more cooperative and sympathetic when they meet again.
176* {{Troll}}: She enjoys taunting and riling up the party throughout their journey through Hell and regularly says that she loves watching humans squirm. She eases up after the group goes through some major CharacterDevelopment and overcomes her obstacles.
