!!The College of Whispers

The College of Whispers is one of the organizations formed after the dissolution of the Mages Guild at the start of the Fourth Era, the other being their bitter rivals of the Synod, with whom they have no standing relationship. Unlike the Synod, the College is open to the study of all magical arts, including necromancy and conjuration, which has led to the accusation that they are a rogue organisation.

The College is organised around cynosures, buildings which serve as places of magical significance, headquarters and research sites all in one, and which members insist are very different from Synod conclaves.
----
* MageTower: Beyond Skyrim: Bruma shows that they've taken over the Frostcrag Spire and are investigating it for anything of magical importance.

A senile member of the College of Whispers working to re-establish the teleportation portals at Frostcrag Spire.
----
* BunnyEarsLawyer: He may be senile, but he's still an extremely competent mage. He has the master-level perks for Conjuration, Destruction, and Alteration, as well as the expert-level Restoration perk and as a variety of powerful spells.
* ScatterbrainedSenior: He's somewhat detached from reality and seems to believe that the player is someone named Karland. It's implied that something happened to him on an expedition to Hammerfell some years ago that put him in this state.

A surly Altmer necromancer who is working to turn Frostcrag Spire into an official Cynosure.

* Necromancer: And apparently quite a talented one.
* PlagueDoctor: He wears this type of mask to block out the foul smells that tend to come up when performing necromancy.
* ShockAndAwe: He knows several powerful shock spells and has perks that boost the effectiveness of shock spells.

A Breton mage and member of the College of Whispers who is working to turn Frostcrag Spire into an official Cynosure.
----
* MagiBabble: One of her greetings has a fairly mild example.
-->Kalimbra: You wouldn't happen to know how to recalibrate ancient Atherial-Magnification Oculi, would you?

!!The Fighters Guild

The Fighters Guild provides a common and public place of training, study, and employment for those of a martial persuasion. The guild is a professional organization chartered by the Emperor to regulate the hiring and training of mercenaries, protect commerce, capture or drive away beasts, and similar security duties.

The Guild gained greater prominence at the beginning of the Third Era under Uriel I, although after the Great War it fractured into two factions -- Colovian and Nibenean. The split was caused by differences in philosophy and in whether to intervene in the war against the Thalmor. To this day, the two branches operate separate halls, with the Colovian branch beginning the construction of countryside guildhalls using imperial funds previously destined to priories and woodsmen lodges. The Nibenean branch is currently headed by Master Coltinius and Champion Cyrus, while Philippa Petrose heads up the Colovian branch's Chorrol hall.
----
* AdventureGuild: They take on a wide variety of contracts from the local citizenry, ranging from the standard RatStomp to killing bandits to, at the highest ranks, taking on even more supernatural threats like vampires, necromancers, and Daedra worshipers.
* HiredGuns: As long as it doesn't violate any laws, the Fighters Guild can be hired to do whatever you want them to do.
* PrivateMilitaryContractors: Basically what they are. In fact, the Guild was founded in part to keep ex-soldiers from straying into brigandry when the private armies of provincial nobles were outlawed in the 2nd Era.

->Voiced by: Will Handford

A Bosmer warrior and member of the Bruma Fighters Guild.
----
* TheCynic: He has a very dim view of the Fighters Guild.
-->Eranir: Those poor fools who actually need our help can't afford it, and those who buy it only use it to further their own gains. At the end of the day when we return to the guild hall encrusted in blood, our pockets heavy with gold, we don't sit and think about the good we did. We drown ourselves in ale and try to forget the terrible things we have done. That's what it means to be in the Fighters Guild.
* HiddenDepths: There's a conversation he can have with Neremus Which will never happen in normal gameplay due to Eranir never normally visiting the temple where Eranir expresses some guilt over past actions, viewing himself as a bad person.
-->Eranir: I just... want to know if the Divines above are forgiving. Of-- of bad men.
* OnlyInItForTheMoney: He's only in the guild because it's reliable, well-paying work.

--> Ionalla: One day, all of Tamriel will sing my name, and it will have all started here.

A Nord warrior, Svenja is the head of the Bruma Fighters Guild and an expert-level trainer in Two-handed.
----
* WideEyedIdealist: Unlike Eranir and Ionalla, Svenja truly believes the guild's mission is helping Cyrodiil's citizens, and is saddened by the fact that many who most desperately need their help cannot afford their fees. She tries to do what she can outside of guild affairs but says that it's a "tender topic with the city guard."

!!The Synod

The Synod is one of the organizations formed after the dissolution of the Mages Guild at the start of the Fourth Era, the other being their bitter rivals of the College of Whispers. The Synod has no standing relationship with the College and prides itself on being the premier, Imperially-sanctioned magical institution in Tamriel.

The Synod maintains strict regulations on the dissemination of magical knowledge, limiting the teaching of spells and outright banning certain arts such as conjuration and necromancy, which has led rivals to denounce them as close-minded. Members will only teach spells and train fellow members, who have therefore proven themselves responsible enough to handle them, and advanced incantations are even more restricted.
----
* AdventureArchaeologist: In Beyond Skyrim: Bruma, the player can find the corpses of several Synod researchers scattered around the Ayleid ruin of Rielle, where they were investigating the stories of the Flamelight Spire.
* UnequalRites: The Synod maintains strict regulations on the dissemination of magical knowledge, limiting the teaching of spells and outright banning certain arts such as conjuration and necromancy, which has led rivals to denounce them as close-minded.

->Voiced by: Tren "Trendane" Sparks

An Imperial mage and Synod Journeyman at the Bruma Synod Conclave.
----
* NiceGuy: He's friendly, cheerful, and polite, and the reason why he sends the player out to get a filled common soul gem for him is that he hates the idea of killing another creature for its soul.

An Imperial mage and a member of the Bruma Synod Conclave.
----

!!The Claws

One of the street gangs behind the ongoing MobWar over the control of the underground skooma trade in Bravil. The members of the Claws are primarily Khajiit, and their rivals are the Lardons.
----
* GenericEthnicCrimeGang: From what's been shown they seem to be almost entirely made up of Khajiit.

->Voiced by: Richie Ammons

* EvilSoundsDeep: While he is more nebulous than outright evil, he is a definitely a sinister presence, and his voice is notably deeper than most other Khajiit's.
* ThirdPersonPerson: Like most other Khajiit, he refers to himself in this way. Interestingly, he uses his nickname, rather than his real name.

!! The Lardons

One of the street gangs behind the ongoing MobWar over the control of the underground skooma trade in Bravil. Their rivals are the Claws.

->Voiced by: Alexander Shaw

The leader of the Lardons.
----
* ItGetsEasier: In his introductory monologue, he assures the Dragonborn that in the end "the blood always washes off."
* StraightForTheCommander: He plans to win the MobWar by taking control over Bravil, and his plan to do that involves attacking Bravil Castle and assassinating the count.
