11The male lead, a young man who comes from an influential family from the nation of Towa. At the beginning of the story he's the leader of the 1st year high-school students of the "Black Dog" dormitory. He's been in love with Juliet ever since they were young. After confessing to Juliet, he makes it his mission to establish a world where they can be together.

13* AccidentalPervert: During his Sports Festival battle with Juliet he accidentally ends grabbing her chest by mistake. Cue massive {{Nosebleed}}.
14* AccidentalProposal: After having had enough of the teasing from Leon and Char, Romio reaffirms his loyalty to Juliet by suddenly blurting out "Till death do us part!" aloud, to the amusement of the girls (and Juliet's embarassment). They all immediately assumed that Romio was making an early proposal.
15* AllJustADream: After Juliet snubs him the next day, he initially thought the events of his LoveConfession was all just in his head. But then he remembered Juliet's stipulation that their relationship must be kept secret.

In the end Romio never got to kiss Juliet until their wedding, rather it was Juliet herself who kissed him on the cheek a couple of times before that.
18** With Kohitsuji of all people also during the BeachEpisode, when the latter "demonstrates" what to do during a potential romantic spot at the abandoned ligthouse. It was ''mere seconds'' before they made contact, enough for both boys to get grossed out.

20* AngerBornOfWorry: A mutual one with Juliet during the latter's birthday: Romio, while still under his brother's scrutiny, caused a disturbance and fought multiple White Cats (including Cait Sith), and Juliet braved climbing the walls outside the White Cats dorm, just to get to each other. They both thought the other was crazy for pulling those stunts, although Juliet was a lot more vocal. In the aftermath of the sword-duel gambit, Romio recieves this from Hasuki as well.
21* ArmorPiercingQuestion: Asks one to the student body during his campaign speech that stuns them.

23* AsskickingLeadsToLeadership: Romio's reputation with the rest of the Black Dogs is tenuous at best, with multiple occasions where he is ostracized, due to a mixture of AccidentalPervert moments, circumstances outside of his control, and just plain bad luck. The main reason why anyone in his class still holds respect for him at all is because he's such an absolute physical powerhouse, almost on par with [[TheAce the prefects]].

28* BattleCouple: He pulls this trope with Juliet when they fight Airu in a kendo match. Despite having to feign TeethClenchedTeamwork to keep up appearances that they are foes, they prove to be rather effective at fighting together and ultimately manage to score a point on Airu, although Kochou suggests that this was only possible because Airu [[ILetYouWin allowed them to do so]].
29* BigBrotherInstinct: Towards Shuna. He doesn't really take kindly to the idea of anyone disrespecting her and seeks to help make her time at Dahlia Academy as enjoyable as possible.
30* BookDumb: Especially so. One strenuous and exhaustive cram session involving Hasuki and Persia reduced him to a screeching monkey with a fear of textbooks. It is shown however that he's actually an effective learner with the right tutelage and motivation, which is important because otherwise his dream of becoming a prefect would be completely impossible. Come the final examinations, [[spoiler: he manages to achieve an impressive 5th place out of all the academy's first years.]]
31* BreakHisHeartToSaveHim: He attempts a temporary example during the end of the School Festival, when he sees Juliet being indecisive whether to spend the closing ceremonies with him at a parade, or with her mother Rackdoll. Romio puts up his usual JerkassFacade in front of them so Juliet would get angry at him and she would go to Rackdoll. In the end, [[spoiler:Juliet chooses to go to the parade with Romio anyway. After [[WhatTheHellHero giving him an earful]] for his actions, of course.]]
32* BrilliantButLazy: Pre-CharacterDevelopment. Judging by the fact Romio is capable of accomplishing things if he's motivated and knows what he's doing, his poor grades and lack of respect by his peers reflects just how little he cared to actually try. He starts to grow out of this once he realizes he needs to shape up if he wants to help Persia accomplish her dream.
33* ButtMonkey: Plenty of abuse goes towards his way. It's usually hilarious and things turns out well in the end, but it's a wonder he isn't hospitalized for some of the punishment he suffers through.
34* CharacterDevelopment: While he wasn't a bad person by any stretch of the imagination, his love for Persia was initially his sole motivation; he couldn't care less about Dahlia's politics, authority figures, or even his own position as head of the Black Dog freshmen. When he said he wanted to change the world, [[NotInThisForYourRevolution it was purely out of desire to maintain his romance]]. This attitude in turn has soured his relationship with most of his classmates, leaving him with a rocky starting point when he decides he wants to become a prefect. As the story progresses however, he opens his eyes to what it means to be a leader by learning to appreciate examples like Hasuki and Seiber for their hard work. He involves himself into more school activities as a result, shows more concern for his fellow students, and now pursues the unification of Dahlia Academy not just to benefit himself, but to help those who have also been hurt by the conflict between the two countries.
35** It's best shown in his election speech, which he based on his original apathy for the school and made it into a speech about deciding as individuals what they want for the school.
36* ChasteHero: His idea of how a romantic relationship works is very idealized and innocent. The few times he gets dirty thoughts of Persia, he immediately banishes them from his mind.
37* ChickMagnet: On top of being a NiceGuy, he is rather brave and athletic, so several girls end up falling for him.
38* ClassRepresentative: [[spoiler:Eventually gets voted in as Head Prefect of the Black Dogs. For anyone only familiar with Romio's character in early volumes, it should come as a surprise that he takes this position very seriously.]]
39* CrazyJealousGuy: This is a given, considering how head-over-heels he is for Juliet. He displays an intimidating BattleAura when he first meets Aby and the latter tries flirting with Juliet. Before they started dating even, this is the crux of his (eventually one-sided) rivalry with Scott, who does things for Juliet that Romio wants to do.
40* CovertPervert: As pure-minded and vanilla as he may be, Romio consistently displays overt enthusiasm every time Juliet is dressed in different outfits and cosplay.
41* ChronicHeroSyndrome: Has developed a penchant for helping out with various things in and around the Black Dogs dorm. Teria realizes that this both helps and hinders Romio with his goals of prefecthood since it gains him more approval from his peers but also serves as a recurring distraction to his studies, respectively.
42* CutenessProximity: Most of his interactions with Persia leave him in an incoherent mess that goes squee.
43* DeathGlare: don't you dare flirt with Persia in front of him, things won't end well for you.
44* {{Determinator}}: Unless there is a big change in the world he won't be able to be together with Persia without risking being expelled and possibly ending their social lives? He is still going forward full force and won't stop.
45** It's shown that when Romio is motivated to do something, he ''will'' work toward it with all his might, such as being capable of [[spoiler:achieving fifth place overall in the finals for his year by diligently studying]] despite the fact he kept barely passing exams before.
46* DidIJustSayThatOutLoud: Romio asking Juliet if she would like to spend the winter holidays with him at Towa. He ''thought'' he was just "rehearsing" and that it was all in his head, until Juliet repeated what he said...
47* DiegeticSoundtrackUsage: In the anime, when Char asks Romio if he took some of Persia's pictures from Char's StalkerShrine, he innocently whistles a few notes from "Love with You", the anime's theme song. He whistles those bars a few more times later.

49** Juliet comes across Romio's PornStash (provided by Kohitsuji, and Romio is too sick to refuse). Her expression is unreadable, although she told him she wasn't too bothered by it. And then Romio had to blab that he only prefers Juliet's breasts [[note]]as a reminder, this is just a month after the Sports Fest[[/note]]. Romio regretted those words as soon as they left his mouth.
50** Romio chases after a cat that stole his couple's picture with Juliet, only to stumble into a changing room full of girls. He actually plays it smart and explains that he's not there to peep. They would have believed him, if it weren't for the camera around his neck.
51* EasyAmnesia: Trying to rescue a stray from the river (and forgetting at he can't swim), the cat instead used his head as a springboard so it can get to shore. The result was apparently the concussion that caused his memory loss.
52* TheFace: His greatest asset. Pretty much [[BenevolentConspiracy everyone]] who supports his and Persia's relationship does so because he convinced them it wasn't a bad idea. Usually with impassioned shonen-esque speeches and/or [[WarriorTherapist a swordfight]].
53* EmotionalBruiser: Like his namesake, he is a great fighter with a hopelessly romantic mindset.
54* FaceOfAThug: Put it this way, Romio is ''very'' intimidating and the White Cats are terrified of him (save a few upperclassmen), but he looks out for his friends and he's quite a friendly guy if you get to know him.
55* FoolishSiblingResponsibleSibling: Obviously the foolish one in the equation opposite Airu, as a trouble-maker and underachiever. However, Romio eventually outgrows these traits.
56* ForgotICouldntSwim: He literally forgets it when he tried to save Juliet from a fall or when saving a stray cat from drowning.

58** He's actually popular with Black Dog kids. In chapter 1 he almost blows his cover when he saw some White Cats bullying several primary school children.
59** In episode 8, when he successfully evades Kochou and Teria at the Harvest Festival, the two girls attempt to resume their Prefect duties. However, as he spies on them through a barrel, he notices that they clearly want to enjoy the festival, but aren't able to because of their duties. He ends up challenging them to a series of games, and indirectly lets the girls have some fun for the night.
60* GoofyPrintUnderwear: Chapter 33 reveals that he wears boxer shorts with a star pattern.
61* GuileHero: He's not the smartest in the school by a long shot, but trying to maintain a SecretRelationship involves having expert lying skills and taking advantage of any kind of circumstances that he can get.
62* InSeriesNickname: Memezuka and Otomezuka[[note]]from Japanese words for sissy and maiden, respectively[[/note]], both from Juliet, and Purezuka in regards to Amnesiac Romio. "Boobie-loving jackass" is briefly used after the Sports Festival.
63* JerkWithAHeartOfGold: he is mostly a jerk with some of his fellow black dogs such as Maru, and with most of the White Cats, especially Scott (but it goes both ways either way, with Scott actually being more of a jerk to him than the other way around), this tends to fade away as the series progresses, and he starts to care about everyone in Dahlia Academy.
64* LimitedSocialCircle: In trying to get signatures for a petition, Shuna wanted to emulate Kougi's example (getting signatures from his sister's friends) by approaching Romio's friends. [[DescriptionCut The closest she got]] are Maru and his cronies.
65* LoveConfession: The plot starts when Inuzuka confesses his feelings for Persia. In the middle of a swordfight, no less.
66* LoveAtFirstSight: A ChildhoodFriendRomance it's not, but Romio and Juliet have known each other since primary school, and a flashback late in the manga implies that he's already fallen for her since then.
67* MagneticHero: Poor reputation with the general school populace aside, he has a knack for winning the support (or at least acknowledgement) of many key players within the academy from group leaders to prefects, many of them even being on the side of the White Cats.
68* MarriedToTheJob: [[spoiler:After becoming Head Prefect of the Black Dogs]], Romio laments this situation, getting more involved in the school's affairs that he sparsely has time to spend with Juliet. This carries on [[spoiler:even after they get ''married''. They still have little time to spend together, since they have to go back to their respective countries for their responsibilities as politicians and can only see each other on the weekends.]]
69* MartialPacifist: Pacifistic by his society's standards. He's not against fighting, or even the race war, so much as he is against the war ''as it is now''. He likes having a reason for fighting, whereas other Dogs only fight because of tradition.
70* MistakenForGay: By Hasuki when she sees him giving weird looks to a boy, not knowing that the boy was a disguised Persia. This may be a MythologyGag to the {{Pilot}}, where Persia ended up catching sight of Inuzuka in a compromising position with a male student (in an attempt to stop him from seeing the two of them together).

72** There is a gag in Chapter 8 where Inuzuka pretends to be a lolicon to scare some girls from the White Cat dormitory and get some time alone with Persia. Except Persia also falls for his incredibly obvious acting.
73** A minor RunningGag in Chapter 19 has Teria getting the impression that he wants her body.
74** In Chapter 33, after getting spooked by an insect, Teria runs towards him and [[CuteClumsyGirl characteristically slips]], grabbing onto his pants as she falls. This causes her to accidentally yank down his pants and expose his GoofyPrintUnderwear. Unfortunately, Towa's Minister of Education, who was inspecting the school at the time, chooses that very moment to walk in, and accuses Romio of flashing Teria.
75** Kougi also initially mistakes him for one due to finding Teria and Kochou relaxing in his room without their prefect armbands. They're really there because the twins often hang out with Romio when they have free time, but Teria does a [[PoorCommunicationKills bad job]] [[NotWhatItLooksLike at explaining]].
76* MemeticMolester: An in-universe example. Thanks to a combination of a [[AccidentalPervert certain number]] [[NotWhatItLooksLike of incidents]] coupled with [[ChickMagnet his close friendship with several girls]], he's perceived as a casanova who likes taking advantage of girls left and right.

78* MrImagination: Not a CloudCuckooLander, but he has quite a vivid imagination. Most of them involve Juliet of course.

80** Julio is introduced as a relative of Inuzuka, so when the Black Dogs swoon and want to spend time with him they think Romio is acting like an overprotective older brother figure. Of course, with Julio's secret identity, only "he" and Romio know the actual truth.
81** When Shuna finally enrolls in Dahlia, Romio gets very annoyed at the large throng of male admirers outside his room in order to check her out, and is adamant that they all stay away. Of course they decide to keep their distance since Eigo (one of the would-be admirers) recognizes her from winter break and immediately warns them about her.
82* NiceGuy: He always looks out for his friends, will go to great lengths to make Persia happy, and is a surprisingly understanding guy given the social scenario of the school.
83* NinjaLog: Manages to do StealthHiBye at times, and once even swaps himself with the pet mascot while being given a LapPillow moment by Hasuki.

85** Romio's LoveConfession to Juliet, which details his inner struggles in order to muster the courage, then declares he's ready to face anything to prove his love for her.

87* NotDistractedByTheSexy: Unless it's Juliet, he is either completely turned off or indifferent to most scenes of fanservice, and even characters' attempts to seduce him (like Char and Leon).
88* OnceDoneNeverForgotten: He is considered a "war criminal" for the Black Dogs because of a fluke he made in the sports festival of the past year, during the race that decided the winner. This year, however, he finally sheds that stigma, only for his reputation to sink lower because of an even ''worse'' accident during the Mock Cavalry battle.
89* TheOnlyOneAllowedToDefeatYou: Prior to his LoveConfession, he insists on being Persia's opponent every time the two factions clash. The real reason for this is because he's protecting her from the other Black Dogs.

92** While Romio is escorting Teria and Kochou during the festival, they prank him with a barrage of pies. He ends up with so many on him that they taunt him as the mysterious 'pie man'.
93** Had a tradition of leading the Black Cats to invade Juliet's birthday party each year so he could throw a pie in her face. During the birthday arc, he does this as an excuse to see Juliet on her birthday. He and Juliet later pie each other as a way of bringing the pie fight to a draw.
94* PostKissCatatonia: Happens to him twice, and both with Juliet of course. In their first kiss (even if it was only on the cheek), no-one in-universe actually saw the deed, just that Romio was knocked out on the ground and having a nosebleed. To them it only looked like he was assaulted by an unseen attacker. The second time it was during their wedding, just after exchanging their vows. Romio was such a NervousWreck throughout the whole ceremony that he passed out ''during'' the liplock!
95* ProperlyParanoid: His estimation of the Dogs' racism, which terrifies him so much he's shaped his entire social life around it, is actually ''optimistic'' compared to reality. Even Hasuki betrays him.
96* SandInMyEyes: He doesn't like being seen as overtly emotional, and makes up excuses about the water [[OcularGushers flowing out of his eyes]].
97* SecretDiary: Dude's got his own diary, complete with a "Do Not Read!" warning brazenly written on the cover. Persia can't help but comment on just how girly he can be when she finds it.
98* SecretKeeper: for Char's feelings for Persia, a secret so well-hidden that Inuzuka only discovered it literally by accident. Possibly for Sieber's obssesion with cute things as well.
99* SecretRelationship: When he and Persia are together but not alone he has to act like a colossal jerk towards her so that no one will find out that they are going out.
100* ShamingTheMob: Some Westians, egged on by Aby, insult Juliet when she lost the relay race (even though it was because of an injury caused by Somali under Aby's orders). Romio (via Char's advice) couldn't come to Juliet's defense, so he vents his frustration by punching a wall, causing a vibration that literally shook the West crowd, shutting them up.
101* ShipperWithAnAgenda: Helps Aby and Somali get back together to save Juliet from Somali's [[AndCallHimGeorge affection]].
102* SingleTargetSexuality: He's got eyes for Juliet only. This fact has been realized painfully by many people aware of the secret relationship, because it means that Romio (and Juliet, for that matter) are effectively taken for good.
103* SomethingElseAlsoRises: Juliet having a WardrobeMalfunction (she was trying to put on Romio's spare clothes, only for her to learn that the pants to are too big and they drop down untied) right in front of him causes a burst of confetti to pop out of his head somehow. Also, the various situations Romio found himself in while Juliet was trying to take care of him causes both his blood and temperature to rise up.
104* StalkerWithoutACrush: This is how his friendship with Hasuki started. He was in awe at her genius that he started following her around (whether it's in the bath, her bed, etc.) asking about study problems, [[InnocentlyInsensitive not knowing how much discomfort he is giving her]].
105* StalkingIsLove: His misguided desire to spend Persia's birthday with her has led him to ruin every party she's had for the past few years.
106* StealthMentor: He's been this for Juliet ever since they were young, pushing her into becoming (through words or even through force) the way she is in the present, all under the guise of her rival. At one point after becoming his girlfriend, Juliet has since figured out what he's done for her, [[spoiler:and it becomes important in restoring his memories.]]
107* SuperDrowningSkills: He ''cannot'' swim. At most he can struggle around long enough to get to shore.
108* SuperStrength: He demonstrates this on several occasions, such as breaking a pillar by punching it, breaking off an entire statue and uprooting a tree. Later flashbacks reveal he's had this even when he was ''seven years old'' as he managed to toss a bench at Maru to stop him from harassing Persia. It might even run in the family considering what Shuna can do.
109* TearsOfJoy: he gets emotional around Persia pretty easily if she shows just a ''tiny'' bit of affection towards him.
110* TemptingFate: He insists to Juliet that Hasuki will sympathize if he reveals to her that he is in a SecretRelationship with Juliet. The next time she sees him, he is being chased down by a sword-waving Hasuki.
111* ThinksLikeARomanceNovel: He apparently borrows shoujo manga from Teria, and is slightly despondent when the lighthouse arc turns out differently from his daydreams.
112* TwoTimerDate: Seeing Romio determined to study so he can meet the standards of becoming a prefect, Juliet and Hasuki both arranged study dates to tutor him. Upon being found out, instead of getting angry at Romio, the two girls actually decide to team up in helping him. However, this backfires on Romio in another way: the two are such harsh teachers that, together they reduce him to a primal state!

Hazuki is the only person he thinks would accept him even if she knew the truth.

Due to her gender and traditions of Western succession, she feels a need to prove herself to be as capable as boys and especially towards Romio whom she considers her rival. Her relationship with him soon changes after he confesses and they start dating. Juliet aims to establish a world where she can be together with Romio.

132* TheAce: As opposed to Inuzuka's relative lack of social standing, Persia is without a doubt a leader and a role model; she holds the top rank of her class academically, possesses great strength with the finesse to back it up, and has won the unwavering loyalty and support of most White Cats under her command.
133* ACupAngst: She's decently endowed for her short height (Airu reveals during his inspection of the bra for Juliet from Char that she's a C-Cup), but she showed this once when she compared herself to Char.
134* AFatherToHisMen: Her modus operandi is reaching out to people when they're desperate, especially those on the fringes of society. Most of her supporters are people she's helped.
135* AnguishedDeclarationOfLove: After seeing Romio go through hell just to spend her birthday with her, Juliet tearfully proclaims her love for him upon being reunited. This was actualy the first time Juliet said those three words, adding more emotional weight.

Her rationality was even interpreted as outright coldness when viewed from an outsider's perspective. Not only that, she was typically the passive one when it came to expressing their affections for each other.
