11The main threat of the story. A rising coalition of villains lead by a man known only as Nine, the Consortium's goal is to destroy hero society and rebuild it into a status quo where the strong rule over the weak.

13* AdaptationalBadass: While the crew itself was pretty deadly during the Nabu Island arc, they are even more here. Not only they have access to gallons of Trigger to supply an entire army, but also bring along Hood, the High End Nomu, to help kill All Might at the USJ.
14* AdaptationalEarlyAppearance: Nine and his crew are only introduced during the ''Heroes Rising'' movie, which is set between the Meta Liberation Army arc and the Endeavor Agency arc. Here, they debut during the USJ arc.
15* AscendedExtra: The group went from the villains of a single movie, to main threat to overall story.
16* BadassCrew: What makes them more dangerous than the League used to be until the Trainning Camp attack. They are smart, experienced and deadly individuals, who killed both heroes and other villains in the past, and will stop at nothing to achieve Nine's goals.
17* BadGuyBar: Much like the League in canon, their main base is bar located at Kamino Ward, Yokohama. Although they do mention having other bases, specially somewhere they keep the barrels of Trigger.
18* CallingCard: Rain. Whenever someone notices that it's raining when the forecast said there would be clear skies, it's clear that the Villain Consortium is about to do something awful.
19* EqualOpportunityEvil: In contrast to the League in canon, their group far more diverse, with four women (Slice, Camie, Zookeeper and Dusty Ash) and three heteromorphs (Chimera, Bearhead and Gast Boy.)
20* EvilVersusEvil: Despite being the main antagonists of the story, the Consortium repeatdly finds itself against other major villains.
21** First with the Humarise, whose cell in Hokkaido was destroyed by them during the prologue arc, and whom they stole the Trigger barrels for the USJ attack.
22** PlayedWith when it comes to the Meta Liberation Army. While most the MLA top brass clearly doesn't take Nine seriously, certain elements actually seem interested in them. Geten likes their MightMakesRight ideology, while Curious is more than ready to betray her employers and join Nine. After Re-Destro's death, she starts helping Nine by getting of anyone who will oppose their plans.
23** After their brawl against the Shie Hassaikai, that ends with [[spoiler:Mummy and Katsukame]] dead, the Consortium it's pretty clear the two organizations will clash with each other, since one of their leader can be the Future King.
24* FauxAffablyEvil: With an exception of Mummy, the other members of the Consortium are able to hide their villainy and sinister intentions behind a veil of charm and charisma - one that could break at any time at the easiest provoktion. Nine acts kind to Izuku when he's clearly in emotional turmoil holding him and Slice off, advising him to take a deep breath and offering to talk; Slice, meanwhile, can hide her genuinely repugnant personality behind a kind face, as shown when she infiltrates UA and runs into Ochako; and Chimera, while not hiding his true personality, his generally affable and shows a bit of VillainousValor to Itsuka and Ochako when they insult him.
25* TheHeavy: Serves as this to the Inner Circle - much of their more overt and villainous plans are in partnership with the Consortium, with the more blatantly obvious villains taking credit for the Circle's schemes.
26* HeroKiller / VillainKiller: They will kill anyone who stands in their way, hero or villain. They brutally murdered the Humarise terrorists to secure the Trigger gallons for the USJ Invasion, as well as two heroes who had their Quirks stolen by Nine, and Nine mentions that he also executed Slidin' Go at some point before the story.
27* KnightOfCerebus: The first 13 chapters of the story were relatively lighthearted, even if a bit angsty at some points, but still with plenty upbeat. Until they showed up during the USJ. And then the arc develops into something straight out of horror story, with the main characters almost dying in the process.
28* NearVillainVictory: Had All Might showed up during the USJ and hadn't they underestimated Class 1-A's strength, their attack would have been the biggest massacre in hero society history.
29* TheScapegoat: They act as such for the Inner Circle, taking the fault for the terrorist campaign they are about to enact.
30* SuperSupremacist: An entire group of them. They believe themselves to be stronger than everyone else and want to make their [[TheSocialDarwinist social darwinist]] views the status quo.
31* VillainousFriendship: Nine regards all of his allies as friends, specially Slice. He explicitly tells the Nomu to save his friends when the students manage to restrain them. Later chapters make this PlayedWith, since despite knowing each other since childhood, Slice was the last member of the Consortium to join in, with Nine being a lot closer to Chimera and Mummy by the time the story begun.
32* WakeUpCallBoss: Their attack at the USJ leads to an improve at the dynamics for Hero Course students, specially Izuku.

45The leader of the Consortium, Nine a sinister villain who operates behind the scenes and boasts overwhelming strength. His original Quirk is WeatherManipulation, which allows him to control the weather.

47* AchillesHeel: His multiple quirks, as well as his precious WeatherManipulation quirk, have the unfortunate side effect of causing him cellular degeneration. The more he uses his quirk, the more weakened he will become.
48* AdaptationOriginConnection: Nothing is known about Nine's backstory in canon. Here, he was one of the countless orphan children that lived in All for One's orphanages, more specifically the one that Toya burned to ground after waking from his coma.
49* AdaptationRelationshipOverhaul:
50** In canon, his relationship with Slice is purely professional, with her acting as his caretaker when he's ill and otherwise acts as his [[TheDragon Dragon]]. Here, while she still retains her position as TheDragon, she is also his mistress and someone he knew from his childhood.
51** In the movie, he merely viewed Izuku as an obstacle in his way and tried to get rid of him as much as he could. Here, Nine has a more [[VillainTakesAnInterest personal interest]] in Izuku's growth as a hero, desiring his quirk and seeking to break him down.
52* AdaptationalWimp: A justified example - he's only recently gotten the copy All for One Quirk, and only has access to his SuperSenses and BarrierWarrior Quirks. With that said, he's still quite a threat to the heroes.
53* AffablyEvil: He speaks very in a very politely, respectfully and calm tone during the invasion, even while fighting his adversaries.
54* AlwaysSaveTheGirl: A villain example. When Nejire causes a tsunami during the USJ, he rushes to protect Slice with his shield quirk, and when Eraserhead attempts to land a hit on her during their fight, he steps in, saying he will not let anyone hurt his friend.
55* AmbiguouslyHuman: Is shown having a minor case of BodyHorror in Chapter 30, puking up black vomit while his body warps. It may be a reaction of the Trigger in his system, but it's currently up in the air how human Nine is at this point - or if he was even human in the first place.
56* AnalogyBackfire: While meeting with Overhaul, Nine once again brings up his speech about MightMakesRight and how he and his followers are lions while anyone weaker than them are monkeys. This time however, Teko makes sure to point out how flawed this point of view is, since lions are ''not'' the most powerful animals in the jungle, that much stronger animals like elephants and hippopotamus can just as easily scare or kill a lion, so Nine's entire line of thought only works in way to make himself a lot more powerful than he actually is. And when things don't go his way he's just as likely to run with his tail between his legs.
57* AuraVision: One of the earliest Quirks that he stole was Scanning, giving him the ability to identify other people's Quirks. He uses this to identify Aizawa when he attacked their group, and later discovered that Itsuka had a lot more power than a transformation Quirk like hers could handle.
58* ArchEnemy: To Izuku. Both of them clearly despise the other, with Nine, despite forming a bit of VillainRespect for Izuku, making it clear that he's going to destroy the young man personally for upstaging his attempt to kill All Might, steal his quirk for himself, and has Ms. Curious run a smear campaign against the young man, just to have her prove her loyalty to the Villain Consortium and without any care of what will happen to Izuku.
59* ATasteOfTheirOwnMedicine: His attempt to use a lightning strike to end All Might is interrupted by Izuku using his own lightning strike to send Nine flying.
60* BadBlackBarf: Pukes up a bunch of this during one of his cellular attacks.
61* BadGuysDoTheDirtyWork: Downplayed. He only decides to take matters on his own hands after the Nomu is blasted away, his henchmen defeated and Hood sent back to All for One because he became to much of a WildCard. In general, he does this for the Inner Circle, handling their more blatant villainous actions while taking the credit for it to keep suspicion off of them.
62* BadPowersBadPeople: His Quirk allows him to cause storms, hurricanes and tornadoes at will and he is an unhinged social darwinist.
63* BarrierWarrior: His second stolen Quirk let him create a shield of compressed air, which he used to defend himself from Nejire's tsunami and Itsuka's attacks.
64* BenevolentBoss: More of a case PragmaticVillainy, but after seeing how Dusty Ash actually bothered to help Bearhead after he got maimed fighting Overhaul, he decides to spare her life. He also arranges for Giran to get Bearhead a new artificial leg and has the Wild Villains to stay out of the attack in Hosu, seeing they proved themselves loyal to him when the came.
65* BerserkButton: Do not call him weak. As a man bent on creating a society where strong rule over weak, he will overreact in the most bloody way possible. Izuku makes this mistake during the USJ. Nine's reaction? Sic Hood onto him.
66* BigBad: The fanfic's main villain, with his rivalry with [[TheHero Izuku]] being set up as a major confrontation in the future.
67* BigBadEnsemble: One of the main antagonists of ''Ignited Spark'', with him and his Villain Consortium working with All for One. He also shares the spotlight as the main antagonist with [[spoiler:Daikoku Yaoyorozu/Flect Turn]] and two others, though they have no ties to each other.
68* BigBadWannabe: It's downplayed, but it's clear that no one properly takes Nine seriously due to his defeat at the hands of Class 1A, and Garaki outright states that Nine is a mere pawn in the Inner Circle's schemes, making it clear that, should the Inner Circle and the Villain Consortium eventually fight, All For One is confident he can destroy them, and the Meta Liberation Army, according to Curious, are probably going to simply use him for their own ends. [[DownplayedTrope On the other hand]], this only makes Nine ''more'' dangerous, as it's clear that all of these camps are UnderestimatingBadassery, and Nine shows to be frighteningly competent, what with secretly allying with Curious behind Re-Destro's back and planning to run a smear campaign against Izuku.
69* BlessedWithSuck: His WeatherManipulation quirk, as he notes, would make him one of the most powerful villains in the world, on par with All Might, had it not been for his cellular degeneration.
70* BlueAndOrangeMorality: Seems to run on this, as shown during his meeting with the Meta Liberation Army in Chapter 35. He discusses the fact that the strong should rule over the weak in complete sincerity, believing the members of his Consortium to be victims of the current society when they should be strong, and simply seeks to unite the villains to change the world in his favor.
71* BondVillainStupidity: Even when he had Izuku at his mercy, Nine instead chose to have him die a slow and painful death at the hands of the hooded man. This ended up biting Nine seriously in the ass, seeing as Izuku managed to survive and thwart Nine's last-ditch attempt to kill All Might.
72* BoringButPractical: His choice in additional quirks - the ability to scan other quirks and a shield quirk to defend himself - are hardly flashy or offensive, but they give him an advantage over others and the ability to defend himself.
73* TheChessmaster: He orchestrates the invasion like brilliant strategist. Months prior, he and the Consortium kill the members of the Humarise cell operating at Hokkaido before stealing their Trigger galons. After that, he supplies his forces with syringe full with the drug. All of this as part of a massive overkill plan to eliminate All Might.
74* ChildhoodFriendRomance: A rare villainous example. Nine and Slice know each other since they were kids, since he saved her (presumably from her AbusiveParents) and have being together ever since, with her being his first and most loyal follower and lover.
75* CombatPragmatist: For all his boasts about strength, he's a dirty fighter, taking advantage of his combatants' weaknesses or distractions to get the advantage on them, such as distracting Aizawa with Slice to cave in the roof or using All Might's obvious weakened state to hit him with a bolt of lightning.
76* CompositeCharacter: Since Tenko Shimura (known in canon as Tomura Shigaraki) underwent a case of AdaptationalHeroism, Nine takes his role as Izuku's ArchEnemy and the BigBad of the story.
77* CouldntFindAPen: After stealing the Trigger barrels from the Humarise cell in Chapter 8, Nine left his name written with blood back in their hideout in Hokkaido.
78* CreateYourOwnHero: Unintentional on his part, but his invasion of the USJ, plus threatening Ochako and Itsuka with Hood, pretty much prompted Izuku to get over his fear of using his Quirk on others, and prompted him to take the first step to becoming a hero. {{Exploited}} and {{discussed}} in Chapter 19. Nine reveals he is glad that Izuku had let go of his restrictions, because this will allow him to make his Quirk stronger for the villain to eventually steal.
79* CreepyMonotone: His soft, lethargic tone of voice is pointed out several times during the fic, as he leads the massive army of villains to slaughter the students of Class 1A.
80* DarkAndTroubledPast: From the little backstory we know about him, he was found in a public bath house, raised into one of All for One's orphanages before the place was destroyed by Touya, and he had to live on the streets for a while before being forced to go back and serve All for One.
81* DarkLordOnLifeSupport: Nine is terminally ill thanks to the side effects of his WeatherManipulation Quirk.
82* DarkMessiah: He presents himself as one. From his god-like power to cause natural disasters, the MysticalWhiteHair, to his goal of destroying and reshaping the current society into one where the strong rule over the weak and group of followers who share his ideals and have an UndyingLoyalty towards him.
83* DeadpanSnarker: Incredibly so. Nine has no qualms about making snidy remarks to people, either his allies or All for One. His response when the villain revealed that he saw his own death in every possible timeline of his MultipleChoiceFuture Quirk? "Womp, womp".

85** He clearly didn't expect that the students he and the rest of his Consortium were attacking to fight back, let alone with power comparable to his, as shown by Nejire blowing up the lake and turning it into a tsunami.
86** His final attack on All Might, which he believed was his last resort for victory, was instantly deflected when Izuku struck him with a bolt of lightning, leaving Nine reeling in pain and rage.
87* DiseaseBleach: He has unnaturally pale skin and hair, presumably from both his cellular degeneration and the experiments All For One and Dr. Garaki perform on him.
88* DomesticAbuse: Downplayed in that they're not married, but Nine has absolutely no problems with emotionally abusing and gaslighting Slice in his schemes.
89* DragonWithAnAgenda: He's well aware that ultimately, All For One is the superior to him in their partnership, but he is clearly scheming and planning for the Inner Circle's inevitable betrayal.
90* EvenEvilHasLovedOnes: He genuinely cares for Slice, Chimera and Mummy, prioritizing their safety during the USJ and being a genuinely good comrade to them. [[DownplayedTrope This doesn't mean, however, that he's not above manipulating them, and his other minions may or may not receive the same affection.]]
91* EvilCounterpart: To Izuku. Both of them are people who have lightning themed quirks [[spoiler:that are mere extensions of their true abilities, with Izuku's quirk absorbing lightning as its first element and Nine capable of summoning lightning storms and commanding where lightning strikes]]. They both also [[spoiler:suffer from the same kind of cellular degeneration thanks to their quirks, with Nine being a dark mirror of the kind of struggles Izuku could come across if he doesn't get control of his quirk.]]
92* EvilIsPetty: When Curious offers him her services, Nine has the choice of using her power as a reporter to ruin the reputation of an enemy. His decision? Tell Curious to run a smear campaign against Izuku, stating that he needs Izuku broken.
93* FauxAffablyEvil: He drops all the politeness and sweet talk from his tone as the Invasion goes off the rails, such as when Izuku calls him weak or the students prevent the Nomu from killing All Might.
94* GenreSavvy: When All Might attempts to bluff the Consortium into escaping the USJ, Nine is smart enough to see through the pro hero's attempts to look strong, and even as he prepares to finish off All Might, orders the Consortium to leave, leaving himself, Kurogiri and Slice behind just to be safe.
95* {{Greed}}: Nine taking on a duplicate version of All For One means that he's filled with the desire to steal quirks, even when he doesn't have the space. He forms a particular obsession with Izuku's quirk, expressing the desire to steal it and planning to make it one of his personal objectives once he has everything he needs to become the Future King.
96* InTheHood: Spends the entirety of the USJ arc with a large cloak with a hood over his head, obscuring his features from the protagonists, and they only get a glimpse of his face at the end when Izuku's lightning blasts him back and knocks it off. It's averted for all his appearances afterwards as he abandons the cloak and goes bare headed.
97* ItsPersonal: He's made it his personal objective to destroy Class 1-A for frustrating his plan and humiliating him and his allies. It's even more personal with Izuku, whom he wants to become strong enough so he can steal his Quirk.
98* HannibalLecture: He takes a good chunk of his time during the USJ to lecture people like Aizawa and Izuku with his Social Darwininst beliefs.
99* MadeOfIron: He took a small beating from Aizawa and seemed relatively alright, and being struck in the chest from a bolt of lightning by Izuku only makes him retreat, albeit to recover since [[SurprisinglyRealisticOutcome being hit by a bolt of lightning isn't something one can just walk off.]] He also manages to stand up and have a conversation with All For One after an excruciating operation for three days straight, showing that he's a lot tougher than one would think he is.
100* ManipulativeBastard: While he seems to genuinely care about Slice and the rest of his crew, it's clear Nine's ambition is a lot bigger than any affection he holds for them. Best shown in Chapter 44, while still mourning [[spoiler:Mummy's death]], he is also clearly using it as motivation to drive his remaining companions to achieve the Consortium's goals. Also, after Chimera leaves, he acts very charming and caring towards Slice, promising they would have time together after the next step of their plan, while over 2 chapters prior he had no problem being very flirtartious towards Curious in front of his lover.
101* MeaningfulName: His real name, Mikumo Akatani:
102** "Mikumo" means "Beautiful. Excellent. Splendid" which fits his self-centered personality, and "Akatani" which means "Red-Valley-Sea-cloud", a reference to how his eyes turn red when he uses his WeatherManipulation Quirk.
103** The "Ku" in "Mikumo" is also kanji for "Nine" the number of Quirks his body can handle.
104** On a meta example, "Mikumo Akatani" was Izuku's original name in early canon story drafts. This fits perfectly for his ArchEnemy and EvilCounterpart.
105* NamedByAdaptation: Nine's name is unknown in canon. Here is Mikumo Akatani.
106* NiceJobFixingItVillain: Nine's defeat at the USJ can be owned in part to his wounded ego and pettiness. Hadn't he decided to send Hood to kill Izuku because the boy pissed him off, Hood would not have been overwhelmed by BloodLust and lost control, which forced Kurogiri to warp him away before he started to kill everyone, friend or foe alike, and both the Nomu and the High-End, plus a couple of Trigger Villains, would definitely managed to kill All Might.
107* NoRespectGuy: Gets a lot of crap from any villain ''not'' in the Villain Consortium. Kurogiri tends to snark at him, Giran treats him as just another employer, Garaki tells him to his face that he's nothing more than a test subject to All For One, Re-Destro seems to look down on him, and the rest of the Meta Liberation Army seem to treat him as a valuable pawn. This aggravates Nine to no end. Ironically, the heroes avert this, with Hawks considering Nine a NotSoHarmlessVillain who's clearly waiting to make his next move.
108* NotSoAboveItAll: Seeing Izuku and Ochako nearly launching themselves into orbit during the Sports Festival causes him to chuckle at the students predicament.
109* PetTheDog: The Villain Consortium's members actually see a relatively nice side to Nine. Aside from his clear emotional manipulation of Slice, he does treat her well and trusts her enough to act as his caretaker; he tends to ignore Mummy's ignorant side and treats him with respect; trusts Chimera enough to allow him to scout other potential members of the Consortium and judge them as he sees fit; Camie's more eccentric side just gets vague amusement from Nine; and he actually rewards Giran fairly when the broker gives him good news and does good work for him.
110* PowerParasite: He's in the early stages of getting All for One's Quirk, and as the USJ shows, he currently has the capacity to hold two additional Quirks.
111* PragmaticVillainy: He states several times that he doesn't really want to kill All Might, knowing that this would bring the full might of the pro heroes down on them, but finds that if hero society is to take them seriously, he'll have no choice but to make All Might a martyr for their cause.
112** This also applies to his using D-list villains despite their weak Quirks - if he were to only try and get people with strong Quirks, he wouldn't get anywhere, and lures them in with promises of Trigger to enhance their abilities.
113* ProperlyParanoid: He's very well aware of All For One and Garaki keeping select parts of their plans out of their explanations to him, and it's clear that he's very much expecting the Inner Circle to backstab the Consortium.
114* RedEyesTakeWarning: Thanks to his WeatherManipulation quirk, Nine's eyes are frequently glowing red, which, thanks to the natural darkness created by the cloak he was wearing over his head, give him a very intimidating appearance.
115* ShadowArchetype: To Izuku, with Nine serving as his EvilCounterpart. Basically, Nine is what Izuku could have become had the boy become consumed with the power that his quirk gives him. Their mutual problems with cellular degeneration also contrasts them - while Izuku seeks to find a way to downplay and push off its affects safely, Nine instead seeks to completely remove the illness and is willing to kill and injure anyone to do so. The way they treat their love interests is also contrasted - while Izuku loves both Ochako and Itsuka equally and treats them with respect, Nine shows no problem with Slice and Curious hating each other as long as it doesn't disturb him, and has no problem making it clear that he'll willingly walk into a situation with Curious intending to seduce him, despite Slice's clear uncomfortableness.
116* TheSocialDarwinist: Goes on a rant about how the weak rule over the strong, and his desire to change the status quo while instructing his henchmen to take Trigger.
117* TheSociopath: He never shows any emotion during the USJ Invasion, often spending most of his time admiring the storms that he caused. At least until the plan starts to go wrong. Then he goes from mildly annoyed to livid with rage.
118* TheStarscream: Slice says that one of his goals is to overthrow All for One and take his throne as the ruler of the world.
119* SupernaturalGoldEyes: His eyes glow golden when he is using his Aura Vision Quirk.
120* TeethClenchedTeamwork: Clearly dislikes Dr. Ujiko and gives him several warnings not to press his luck around Nine once he begins to take over. Garaki, for his part, merely laughs off Nine's threats.
121* TomTheDarkLord: "Nine" doesn't sound like a very intimidating name for the leader of a rising villain organization bent on destroying society. He makes up for it by being utterly terrifying.
122* UnderestimatingBadassery: On both the giving and receiving ends of this trope:
123** On the giving end, he very much underestimates the powers of Class 1A, thinking that they would be easy prey for the Trigger villains to stoke their blood lust for when All Might arrived, and when they actually come up with a trap that takes the Consortium offguard, Nine is caught flatfooted for a moment before he quickly gets the situation back under his control.
124** On the receiving end, many villains, especially those with higher power, consider Nine to be a mere pawn that they can manipulate and use however they wish, with the Meta Liberation Army openly discussing ways that they can use his weather quirk to their advantage while making secret deals with the Inner Circle, to the Shie Hassaikai thinking they can boss him around. This ends up making Nine even ''more'' dangerous, as them constantly underestimating and mocking him has driven him to decide to escalate the Hosu attack into something he can benefit from.
