A group of so-called "freedom fighters" from the future, the Time Jackers all have the ability to stop time. Each one is said to have their own agenda, but all seek to alter the timeline leading to the rise of the Demon King, only this time, with their own candidate for said position.

* AnOfferYouCantRefuse: Each one creates Another Riders by appearing to their targets in a situation where they can’t say no to the power.
** Heure appears when his target is in a situation where refusing the power of a Rider will lead to their death or some other undesirable outcome.
** Ora appears to give bad news to her target, telling them their loved one will die if they do not accept the Another Rider’s powers.
** Swartz doesn’t even bother giving his targets a choice, and makes them Another Riders by force. Accepting the "offer" just makes his job easier.
** If their targets ever refuse their offers, the Jackers force the [=RideWatch=] on them. The seemingly only reason they bother with the deals at all is because this results in a near-mindless puppet rather instead of a potential king.
* BreakTheHaughty: They've all got the behavior of a SmugSnake, but each of their encounters with White Woz leave them easily overwhelmed and put into ''very real danger''.
** The arrival of Kamen Rider Ginga causes them to ''drop everything'' and form a desperate EnemyMine with Sougo and his crew due to what an anomaly he is.
* ChekhovsGun: All three Time Jackers have [[IconicItem a feather braided in their hair]] that has been implied to have something to do with their time powers. [[spoiler:Ora rips Heure's one off and takes it after killing him.]]
* IconicItem: All three have a single feather that seems to be how they use their time powers.
* KingmakerScenario: Their goal is causing one of these: they turn desperate people into Another Riders with powers that only they can provide to make [[PuppetKing candidates for Demon King that they can control]] and remove legitimate Riders from the running.
* {{Leitmotif}}: Their appearance is always accompanied by an ominous violin piece. Traces of it can be found in their ImageSong "Revolutionize".
* MakeWrongWhatOnceWentRight: They want to alter time to make their own candidate become the Demon King. This is accomplished by having their Another Riders steal the place of the original Riders, essentially replacing true heroes with {{Villain Protagonist}}s.
* TheManBehindTheMan: They want to replace the Demon King with their own candidates, but don’t seem to want to take the position themselves despite their power.
* MeaningfulName: They're called Time Jackers, and their MO is hijacking the history of the previous Riders with their Another Riders.
** Individually, their names also refer to various time related things. Heure and Ora both mean "hour" in French and Italian respectively, and Swartz seems to be a combination of "schwarz" and "quartz", which are the German word for "black" and a reference to the usage of quartz in clocks.
** Another interesting tidbit that can be noted with the names of the Time Jackers, a very interesting piece of FridgeBrilliance comes in once you realize their names in the order that they were introduced; '''H'''eure, '''O'''ra, '''S'''wartz, and '''T'''id. They spell out '''HOST''', something that they are constantly looking for in the series events.
* MysteriousPast: Heure and Ora's past is unknown aside from the fact that they were taken from different time periods by Swartz. Swartz's past, meanwhile, is fundamental to the plot of the show.
* NiceJobFixingItVillain: If they'd either been more patient and waited for Geiz and Tsukuyomi to leave for 2068 before attacking Sougo, or just not attacked Sougo after he'd already given up his Driver to prevent Oma Zi-O's rise, they could have won at #16. Attacking Sougo instead forces him to become Zi-O again and restores Oma Zi-O to the throne, [[UnwittingPawn just as Woz and Oma Zi-O planned]]. [[spoiler:Subverted when it turns out that this was all according to ''Swartz's'' plan to get Sougo back on track to becoming the evil overlord, which explains how he was able to reprogram Kasshin Trooper to follow his orders so he'll have his PuppetKing.]]
* SortingAlgorithmOfEvil: The Time Jackers with the exception of Tid are only a threat because of their time powers and the sheer might of the Another Riders who are easily among the most powerful kaijin ever made by Toei. When Tsukasa, White Woz, or Oma Zi-O decide to drop in for a visit they are quickly reduced to non entities in the grander scheme of things. Swartz, as it turns out, is sorted higher on the algorithm than his companions. ''[[XanatosGambit Much]]'' higher.
* ScrewThisImOutOfHere: Oftentimes when things don't go their way and Another Rider is about to defeated by corresponding Ridewatch or Miridewatch, they just cut their loses and leave.
** [[spoiler:Heure and Ora flee from Hiryu's mansion in ''2019: Tsukuyomi Confidential'' after Swartz takes Ora's time powers and reveals he has no need for either of them anymore.]]
* TheChooserOfTheOne: The Time Jackers are all looking for their own candidates to become Oma Zi-O, so long as it's somebody that they can control. Swartz is no different, but [[spoiler:he's also the guy who started Sougo's path to becoming Zi-O in the first place. In fact, as far as he's concerned, Sougo is the ''only'' candidate he needed.]]
* TimeMaster: They're capable of stopping time for everybody around them, excluding whoever happens to be their chosen target, as well as rewinding it. Swartz's time stop is strong enough to even freeze Heure and Ora in place, but none of them have yet matched their powers directly against any incarnation of Zi-O that had developed time-controlling abilities of his own. The main restriction on this ability is that it has a stamina limit. [[spoiler:Though based on Swartz's true goal and his preparations, even Swartz's powers aren't a match for Oma Zi-O or Grand Zi-O's.]]
* UnwittingPawn: Around halfway through the show, Heure starts to suspect that Swartz isn't being truthful with his underlings about their real mission. As it turns out, it was a massively understated assumption.

!!Swartz
!!!'''Portrayed by:''' Kentaro Kanesaki\
'''Young Swartz Portrayed by:''' Tenma Naruse

[[caption-width-right:230:''"[[ThereAreTwoKindsOfPeopleInTheWorld There are two kinds of people]] - ones that make use of other people, and ones that get used."'']]

The leader and oldest member of the Time Jackers, who looks down on his underlings. Unlike Heure and Ora, who at least give people a choice whether or not to become an Another Rider, Swartz straight up turns them to complete his goal of finding a new candidate to become the Demon King.

'''Unmarked spoilers below.'''

----
* AdaptationalHeroism: In the ''Rider Time'' spin-off ''Zi-O VS Decade'', Swartz looks out for his students and regularly kills Inves so he can make their corpses into meals to keep the students fed. [[spoiler:He even helps out Sougo and Tsukasa against Ohma Zi-O.]]
* AdaptationalNiceGuy: In the ''Rider Time'' spin-off he is very pleasant and heroic contrast to his series counterpart who was a {{Jerkass}} and didn't care about anyone's lives. [[spoiler:Even when he and Ora are back to being Time Jackers, he reassures that they may have a chance to find Heure along the way.]]
* TheAggressiveDrugDealer: He creates Another Riders this way, not even giving his victims a choice in the matter. He is not above being manipulative however, as he gave Sakuma the Another Fourze watch knowing that Sakuma was desperate and ''couldn't'' say no.
* AintTooProudToBeg: He was willing to prostate before Another Kiva in request that she could team up with the Time Jackers and Zi-O's group to take down Kamen Rider Ginga.
* AlternateSelf: [[spoiler:Decade vs Zi-O introduces an alternate version of him who is a normal lawyer]].
* AmbiguousSituation:
** In regards to the events of ''[[TheMovie Over Quartzer]]''. Namely, the existence of Oma Zi-O. Swartz was building Sougo up to become a powerful king so he could then take his powers for himself, but the Leader of Quartzer is the ''original future incarnation'' of Sougo Tokiwa, and the one who ushered Oma Zi-O into existence in the first place by giving Woz the Oma Advent Calendar.
** During TheStinger of ''Geiz, Majesty'', he does not seem surprised at Geiz's new goal of "Savior" and even chuckles in amusement, implying that he has retained his memories of the previous timeline.
** The events of ''Rider Time: Zi-O VS Decade'' follow up with [[spoiler:once again becoming Another Decade to fight alongside Sougo and Tsukasa against Ohma Zi-O, but even in the aftermath, where he and Ora are apparently back to their Time Jacker selves, they simply make their exit, while hoping to find Heure (who ended up TakingTheBullet for Sougo) on the way.]]
* AmbiguouslyHuman: In #32, Woz states that only Swartz can bestow time powers on other people, something that apparently not even Oma Zi-O can do. He is eventually revealed to be an interloper from another timeline altogether, and a member of the same royal bloodline as Tsukuyomi.
* AsskickingLeadsToLeadership: Swartz believes that his power gives him the right to rule which is what kickstarted the series when his weaker sister, Tsukuyomi was chosen to be queen over him. It's revealed that the entire series has been Swartz's attempt to gather as much power as possible to gain the throne by force.
* BeCarefulWhatYouWishFor: [[spoiler:In the final episode, he manages to force Sougo into becoming Oma Zi-O so that he can steal his powers and become the absolute ruler...he quickly regrets that decision once he discovers that Oma Zi-O's power cannot be stolen, and even worse. ''Nothing'' he throws at him works at all, and is quickly forced to run away in fear. He doesn't get very far.]]
* BerserkButton: Absolutely ''everything'' about Tsukuyomi pisses him off after TheReveal that they're family. Her being chosen to lead their family instead of him? The suggestion that she might possibly be more powerful than him? The fact that [[WhyWontYouDie she won't just die]] and [[SpannerInTheWorks get out of his way]]? All three of these piss him off, and the heroes rub his face in them all the time.
* BigBad: Almost all of the events of the show are a XanatosGambit within the confines of a StableTimeLoop set up by [[TheChessmaster Swartz]] for the express purpose of stealing the powers he would need to claim the throne he was denied in his own timeline and to save his own world by bringing about the destruction of several alternate ones.
* BigBrotherBully: Of the condescending type. While he offers Heure chocolate in his proper speaking debut, it's very clear it is because he doesn't see him as an equal. He is also this to Tsukuyomi, considering how he is really her older brother and having attempted to murder her multiple times throughout the series.
* CainAndAbel: The Cain to Tsukuyomi's Abel. The pair hew to the Biblical trope namer a bit more closely than most, as Tsukuyomi was chosen to be queen of time despite Swartz being the more powerful of the two, leading to his attempt to murder her.
* CantKillYouStillNeedYou: On a ''planetary'' scale. He returns the Fourze and Ginga Finally Watches to Tsukuyomi during the Kabuto arc to allow them to stop the enormous meteor the Worms plan to use to conquer Earth. After all, if the Earth is conquered and razed by the Worms before he's born, he dies too.
* CharacterCatchphrase: "You don't get a say in this!"
* TheChessmaster: Swartz is an exceptional manipulator. Nearly all of the characters were his {{Unwitting Pawn}}s and didn't find out until it was too late.
* TheChooserOfTheOne: Swartz is the one who chose Sougo to become [[EvilOverlord Oma Zi-O]].
* CombatPragmatist: He takes full advantage of his time manipulation powers to ensure he doesn’t have to put in much effort to defeat someone. In #7, he just freezes time to push Geiz off a building and leave the rest to gravity.
* CoolTeacher: In the ''Rider Time'' series he looks up to his student's and acts as a TeamDad towards them.
* ContrastingSequelAntagonist:
** Like Oma Zi-O, Swartz is in many ways the opposite of [[Series/KamenRiderBuild Evolto]], even more so since they are actually true BigBad of their respective shows.
*** Evolto controls space, Swartz controls time and eventually space as Another Decade.
*** Evolto wants to destroy earth for fun, Swartz wants to destroy all other worlds besides his so he can rule over his world or at least have Oma Zi-O be his PuppetKing.
*** Evolto is an alien AncientEvil Swartz is a human from an AlternateTimeline who's of a royal TimeMaster family.
*** Evolto has an older brother who's much more powerful than him and malevolent, while Swartz has a younger sister who's less powerful than him but benevolent.
*** Evolto created the identity of "Sento Kiryu", Swartz gave Sougo the idea of becoming king that would lead to Zi-O.
*** Evolto is a {{Sadist}} who deliberately drags out the FinalBattle to have more fun, Swartz is a NoNonsenseNemesis who disposes of his [[UnwittingPawn pawns]] when they're no longer of use to him.
*** Evolto works as TheManInFrontOfTheMan, Swartz works as TheManBehindTheMan.
** He also parallels [[Series/KamenRiderWizard Sou Fueki]], both [[spoiler:having a relative on the heroes' side and]] having kickstarted [[spoiler:their series' events out of their self-perceived good intentions -- Fueki to resurrect his daughter, Swartz to save his home world -- and both having no qualms whatsoever committing genocide in order to achieve their goals. However, while Fueki did genuinely love his daughter, Swartz ultimately just wanted his family's throne for himself. Not to mention that Swartz gives not one whit about his sister, and is perfectly willing to kill her.]]
* TheCorruptor: It's what Time Jackers do, specifically choosing their targets to be people they can control. Swartz, on the other hand, stands above his cohorts because he already ''succeeded.'' [[WhamEpisode He was the one to instill the idea that Sougo had to become king "to save the world" by bringing him to the Day of Oma.]] In other words, he already has his Oma Zi-O.
* DeaderThanDead: [[spoiler:As a result of Sougo/Ohma Zi-O utterly annihilating him with the most brutal Rider Kick in the franchise (and the fact that Tsukuyomi/Alpina and Swartz's world needed a Rider to keep it going, which there are none now), Swartz ends up painfully disintegrating from existence as his world merges with Sougo's, leaving the latter world unharmed. After Sougo relinquishes his powers as Ohma Zi-O, he ends up getting revived as a school principal.]]
* DealWithTheDevil: Not relating to his usual Another Rider methods, but he was willing to try to coerce Geiz into cooperating with him in #11, stating they could cooperate to eliminate Zi-O if Geiz left the Another Rider be. [[ChronicHeroSyndrome It doesn't take.]]
* TheDreaded: With his superior time powers and no-nonsense, ruthless attitude, Swartz is feared by both the protagonists and the other Time Jackers.
** PlayedForLaughs in ''Geiz Majesty''; his reincarnation in the reset timeline is the principal of Sougo's school, whose very presence instills fear in the students.
* EvilCounterpart: As revealed late in the story, he serves as one to Tsukasa Kadoya, both being rulers from families with power over space and time assigned to destroy worlds to stop them from ending in ruin. But while Tsukasa protected his sister and only resorted to destroying the worlds when he realized he had no other option left, Swartz abandoned his sister to die in another timeline to destroy everything and leave a single world that will be his own. This is reflected in their roles towards Sougo; Tsukasa gets in Sougo's way to guide him towards a potentially better future, while Swartz creates monsters to ensure Sougo will not escape his fate as the demon king. [[spoiler:Fittingly, Swartz becomes Another Decade in the last stretch of the series.]]
* EvilIsPetty: He is essentially driven by jealousy towards his younger sister and being denied what he feels was rightfully his.
* EvilIsNotAToy: It turns out Swartz spent the series trying to create a Rider King in order to steal that king's power for himself as Another Decade. This backfires spectacularly in the final episode as Oma Zi-O's power cannot be stolen or controlled by anyone but Sougo. Swartz's own manipulations promptly come back to bite him as Sougo/Oma Zi-O angrily kills him a few minutes after his creation.
* FatalFlaw:
** [[{{Pride}} His massive, universe-sized ego.]] Swartz is a cool-headed and highly intelligent manipulator who has spent the entire series playing the cast like a violin. Suggesting he isn't the best is guaranteed to irk him. The inverse is also true when Tsukuyomi was easily able to fool him by lying that she realized he truly deserves to be king, instantly gaining his trust.
** {{Greed}}. Swartz's entire plan boils down to wanting to steal all the Rider's powers for himself and to become invincible. This ends up being his undoing as he can't handle all that power and Oma Zi-O easily threw off Swartz's attempts at stealing them.
* GlowingEyesOfDoom: Swartz's eyes glow purple after he absorbs Tsukuyomi's powers in #43.
* GodhoodSeeker: Double Subverted. [[InsistentTerminology He claims that his goal is to simply become king of his world]], but his egotistical plan involves gaining enough power to manipulate time and space in order to rule over everyone else, particularly his sister. [[RealityWarper That still seems like an awful lot of power that any normal king should have.]]
* GreenEyedMonster: Swartz's driving motivation is his envy towards Tsukuyomi for having usurped what he saw as his throne. As Another Decade, it becomes literal.
* HateSink: Even compared to the likes of White Woz, Hiryu Kakogawa, and Ora, or even compared to ''Oma Zi-O himself'', Swartz has no sympathetic or redeeming qualities whatsoever. He treats the other Time Jackers like underlings at the best of times, and at the worst of times uses them as disposable pawns or even fodder for his experiments.
* HeroKiller: [[spoiler:Swartz has thus far killed the following Kamen Riders: Kamen Rider Aqua/Michal Minato; a depowered Kamen Rider Decade/Tsukasa Kadoya; Kamen Rider Chaser/Chase who due to timeline changes never became a Kamen Rider; Geiz, and Tsukuyomi. Only Tsukasa, Geiz and Tsukuyomi came back.]]
* HiddenAgendaVillain: The ''entire scheme'' with the Another Riders is eventually revealed to be a smokescreen for Swartz's real goal: to fuse every world except his and destroy it by stealing Sougo's powers at their strongest to become king. He's used the Another Riders to force Sougo to gain the powers of the Heisei Riders and lead him down the path to claim the throne of Oma Zi-O which creates time-space distortions that will eventually fuse the worlds. And after Sougo gained the powers of Grand Zi-O, he set out to isolate Sougo and strengthen himself to have a chance to steal Sougo's powers and then use said powers to destroy Sougo's world.
* HoistByHisOwnPetard: [[spoiler:Him killing Tsukuyomi, and Geiz earlier, in the finale is what ultimately lets Sougo kill him in revenge with no hesitation. Swartz killed off the only things that were holding Sougo back.]]
* IgnoranceIsBliss: States this as Another Agito is attacking Tsukuyomi, stating that it's better not to remember, due her not knowing of her time powers.
* InferioritySuperiorityComplex: While Swartz and Alpina were originally aligned in their scheme to save their timeline by erasing all others that could keep it from coming to pass, Swartz's plans changed when he was passed over for his family's throne in favor of his sister despite his more potent time abilities. Sougo calls a young Swartz out on it by implying that it was ''Alpina'' who actually had the stronger powers.
** It's pretty telling that the major steps of Swartz's plan all depend on taking other people's power in order to add to his own: Tsukuyomi and the other Time Jacker's time abilities, [[DePower De-Powering]] Tsukasa to create the Another Decade Watch, increasingly pushing Sougo just so he can take his powers as king when they're at they're peak, etc.
* InSpiteOfANail: The Time Jackers want Oma Zi-O to exist, but they want Oma Zi-O to be someone they can manipulate. Swartz had no intention of making his own Oma Zi-O, because he already had a candidate in mind: '''[[WhamEpisode Sougo Tokiwa]]'''!
* ItsAllAboutMe: He claims that his ultimate goal is to save his home dimension, but any illusions about him being noble or well-intentioned[[note]]Putting aside the fact that his plan involves merging the Kamen Rider multiverse into a single world and destroying it[[/note]] go right out the window once you see him go absolutely berserk when it's so much as ''suggested'' that Tsukuyomi might be more powerful than him or that she might be the one to save their world instead.
* KarmicDeath: Before the timeline is reset, Swartz is stabbed in the back, just as he did to his allies and enemies (though it's a literal backstab courtesy of Tsukuyomi who played on his huge ego), before being brutally and utterly destroyed by an infuriated Sougo, the same boy he tormented and manipulated, now as the exact same monster he spent the entire series trying to create: Ohma Zi-O.
* KilledOffForReal: Dies in his Another Decade form after taking a kick from [[FinishingMove Ohma Zi-O Hissatsu Geki]]. And if that's not enough, because his world has no more Riders, it merges with Sougo's and he ends up getting [[DeaderThanDead painfully disintegrated from existence]].
* KnowWhenToFoldEm: After failing to steal Oma Zi-O's power, Swartz correctly decides to cut his losses and return home to his dimension where Sougo can't reach him, only for Tsukuyomi to put a stop to that.
* LackOfEmpathy: He doesn't care about the wishes of his Another Rider prospects--or his team's.
* LaserGuidedKarma: After spending the entire series manipulating the entire cast, Swartz is manipulated by Tsukuyomi, the person he hates the most, just by her playing to his ego. To make it better Tsukuyomi stabbed him in the back, Swartz's favored tactic to murder various Kamen Riders in the last arc.
* LastWords: To his sister right at the moment after he as Another Decade gets Rider Kicked to death by Sougo/Ohma Zi-O while [[DeaderThanDead painfully disintegrating from existence]].
-->'''Swartz''': Sister... [[{{Catchphrase}} You don't get any say in this]]...!
* LegionOfDoom: In the final episodes, Swartz summons an army of past foes of the Kamen Riders by merging multiple worlds.
* LukeIAmYourFather: Or rather, "Tsukuyomi, I am Your Brother", as revealed in #38.
* MadScientist: Swartz is the most inclined of the Time Jackers to play with irregularities in the Another Rider process, whether that's experimenting with giving Another Faiz additional Another Fourze powers or feeding one of his companions to the parasitic Another Kikai, based on an arbitrary theory that giving it a Time Jacker host ''might'' stabilize it into a Watch. This was also how he originally chose Zi-O: he gathered all the children that had the potential to be Zi-O and sent them to the Day of Oma, seeing if any of them would manifest the power of the king of time.
* TheManBehindTheMan: He is the one who has been pulling the strings behind Oma Zi-O's rise to power ever since Sougo was young, making this an odd case where the "man" is technically behind TheHero himself.
* ManipulativeBastard: While many of Swartz's actions could qualify him as this, the worst of all would be using Hiryu's resentment towards Sougo to turn him into Another Zi-O, resentment created by a disaster ''Swartz caused''.
* MindOverMatter: In addition to controlling time, Swartz demonstrates telekinesis of various stripes even from the beginning of the show, an early indication that he is not just an equal to the other Time Jackers.
* NoNonsenseNemesis: Whether by forcing his targets to become Another Riders or getting rid of his opposition when given the chance. When Swartz wants something done, he does it himself.
* NotSoWellIntentionedExtremist: When Sougo and Tsukuyomi visit his 2058 self, he says his goal is destroy every other world to save his. But when Sougo questions if Tsukuyomi were to grow stronger than him, he goes berserk at the idea that Tsukuyomi would gain the throne instead of him, showing that all of his actions was just to benefit himself.
* OhCrap: Has a mild one in #45, when Tsukasa casually creates a Dimensional Wall to the Another World, showing that even if he's no longer Kamen Rider Decade, he's ''still'' the Destroyer of Worlds.
** [[spoiler:He has a similar reaction to seeing his sister become a Kamen Rider.]]
* OmnicidalManiac: #47 reveals that Swartz wishes to fuse all the worlds except for his and then destroy the merged world to save his own.
* OneWingedAngel: He steals Decade's Power and transforms into [[Characters/KamenRiderZiOAnotherRiders Another Decade]] for his endgame.
* OOCIsSeriousBusiness: The Kiva and Kabuto arcs both deal with world-ending threats that are sufficiently dangerous for Swartz to call a truce with Sougo's team.
* PragmaticVillainy: Swartz has allied himself with the riders on a few occasions, but only because the alternative is either an enemy far more powerful than him or total planetary annihilation and nothing left to rule. And even then, he's not above exploiting the situation for his own benefit, taking whatever opportunity he may have to gain more power.
* PurpleIsPowerful: Swartz's outfit has large sections of purple and he's the BigBad of the series with the strongest time powers of the Time Jackers. It also hints that he's actually of RoyalBlood.
* ReallyRoyaltyReveal: It is eventually revealed that Swartz and Tsukuyomi aren't natives to Zi-O's timeline at all, but instead were members of their timeline's royal family until Tsukuyomi was chosen to become the next queen over the more powerful Swartz. Driven by jealousy and anger, he erased her memories and sent her to 2068 of Zi-O's timeline before concocting a scheme to claim the throne he was denied.
* SevenDeadlySins: Swartz has as an overinflated sense of superiority and has a LackOfEmpathy for everyone but himself (Pride). He resents his sister over the fact that she was chosen as the heir to the throne in his world (Envy). He's more than happy to kill his own allies and sister the second they become a thorn to his side, forces Sougo to give into his despair so he could become Ohma Zi-O (Wrath). Swartz craves for power and he will stop at nothing to obtain it (Lust, Gluttony, Greed). Lastly, Swartz prefers to stay in the shadows while he manipulates most of the events of the series trying to achieve his goal (Sloth).
* ShadowArchetype: The reveals in #43 make him as much of a shadow archetype to Sougo as Oma Zi-O is. Swartz and Sougo are both manipulative individuals, possessing the strongest time powers of their timeline, who are driven to become king to save their world. Swartz has the same amount of cunning and drive that Sougo does, but none of the compassion or idealism. Swartz is cutthroat in his goals, using anyone and anything to further his goal to become king, while Sougo has similar impulses to see everyone as tools but tries to resist them. Sougo deeply values life and attempts to protect as many lives as possible while Swartz is apathetic to life, planning to destroy every other world beside his without caring about the casualties. Sougo desires to become king to save the world and protect everyone while Swartz desires it from his narcissistic belief that he is the strongest.
* TheSociopath: Shows symptoms of a realistic textbook sociopath; Swartz sees everything or everyone around him as a means to an end, being [[TheChessmaster calculating]] and [[ManipulativeBastard manipulative]]. He sees his fellow Time Jackers as [[BadBoss beneath him]], going as far as to [[UnwittingTestSubject use Heure as the host for Another Kikai.]] He is [[LackOfEmpathy incapable of empathy]], having the audacity to outright ignore the opinions of others (from his underlings, contract holders, and even the heroes).
* StableTimeLoop: He's been doing this for only god knows how long, if his SadisticChoice to Sougo means anything. He knows that [[BittersweetEnding Sougo can't kill him and erase Tsukuyomi and Geiz in the process]], or [[TheBadGuyWins let Swartz win and destroy every world besides his own]], so his only option is [[HistoryRepeats to become Oma Zi-O and let history repeat itself]]. And give Swartz a chance to complete his plan in the next iteration of the loop.
* SuperEmpowering: In addition to the usual Another Riders, Swartz has the ability to bestow time powers like his own upon others, as well as take them back or steal similar powers possessed by others of his bloodline. Granting powers seems to grant him a vague degree of control over the recipient, such as making the other Time Jackers unaware that Swartz is the source of their powers, Sougo's hazy childhood memories of him, or making Kaito work for him.
%%%* TookALevelInKindness:
* TeensAreMonsters: His 2058 self was already at work with manipulating his sister for his goals, and is shown to flip out at the idea that she might actually become stronger to the point of taking his place on their family throne.
* UnderestimatingBadassery: Swartz has spent the entire series forcing Sougo to become Oma Zi-O to steal his powers. The second Sougo finally gains the power Swartz seeks, he instantly attempts to steal it only to realize he ''can't''.
** Similarly, Swartz also seemed to assume Decade would be harmless after he'd stolen his powers. That couldn't have been further from the truth. One might call this his FatalFlaw, as both these cases end up screwing him over big time.
* UnwittingPawn: Despite being the undisputed {{Chess Master}} of the series, ''Over Quartzer'' reveals that [[spoiler:him choosing Sougo as the candidate to become the Demon King of Time was AllAccordingToPlan of the Quartzers so they can KillAndReplace the Heisei era of Kamen Rider with a timeline ruled over by them.]]
* WalkingSpoiler: Swartz's real goals are so deeply entwined with the plot of the show that once they come out, nearly every prior event is completely re-contextualized.
* WhamLine: "The ruler of time, traveling beyond time and space to reign over past and future..."
* WouldHurtAChild: Swartz has no problem with using Heure as an Another Rider, nor with sending a bus full of children to the Day of Oma and letting them die if they don't turn out to be the king he's looking for.
* XanatosGambit: Swartz's preferred method of winning the game is by backing all the players, including Geiz, all within a StableTimeLoop he's established as part of his plans which would ultimately benefit himself. The end of #46 even has him shove four choices to Sougo's face, all of which end with him emerging victorious:
## If Sougo kills Swartz the loop will be undone and Geiz and Tsukuyomi will fade from existence; Swartz also knows Sougo loves his friends too much to hurt them.
## If Sougo lets Swartz kill him, Swartz will take all 20 Heisei Riders' powers and win.
## If Sougo becomes Oma Zi-O, the StableTimeLoop is brought to completion and all of Sougo's friends live, but the world is devastated by the tyrannical rule of Oma Zi-O as Swartz's puppet king and Swartz gets to try again in the next iteration of the loop.
## If Sougo does nothing, the resulting TimeCrash erases all of the Riders from history, leaving Swartz's timeline alone and leaving him free to dispose of his sister to become king.
** [[spoiler:[[SubvertedTrope Thankfully]], Swartz ends up foiling his own gambit and all of his plans with a hefty dose of BeCarefulWhatYouWishFor and HoistedByHisOwnPetard. First, he kills Geiz when the latter TookTheBullet for Sougo, prompting him to become Oma Zi-O as he dies. A grieved and enraged Sougo does so, leaving Swartz now as Another Decade to ecstatically seize the moment to take Oma Zi-O's power... only to learn that he ''can't'' [[TooSpicyForYogSothoth the hard way]]. Then, everything he throws at Sougo [[NoSell never works]], with the lad wrecking all of his legions, forcing him to flee, only for Tsukuyomi/Alpina/Kamen Rider Tsukuyomi to [[InTheBack literally backstab]] him. Swartz, realising Tsukuyomi feigned her loyalty thus angrily kills her... which prompts a now infuriated Sougo/Oma Zi-O to go on the ultimate warpath and [[KarmicDeath brutally Rider Kick him to death and total annihilation]], with his world merging with Sougo's, the latter remaining unharmed, while he painfully disintegrates from existence as insult to injury.]]
* XanatosSpeedChess: Swartz is initially surprised to find that Tsukuyomi survived having her memory wiped and being dumped into another timeline, although he quickly works it into his plans and steals her powers for himself once they reawaken.
* YouHaveOutlivedYourUsefulness: In #43, when he feels he's close to his goal, he takes back Ora's time powers and planned on doing the same for Heure before they escaped. And after Hiryu lost again to Sougo, he lets Kaito take the Zi-O II Anotherwatch as he mocks Hiryu for believing he could be a king.

\
The [[TheBabyOfTheBunch youngest]] of the Time Jackers who enjoys tormenting others, he is generally happy-go-lucky, which makes him all the more unsettling when he's performing evil deeds.
----
* AlternateSelf: [[spoiler:Zi-O vs Decade introduces one who is an alien posing as a human. He implies that is the norm in his world]].
* AmbiguouslyGay: Initially played straight, then subverted. [[spoiler:He admires Sougo's desire to be a king in the same way Ora does towards the savior complex of Keito/Geiz (her crush) in the new timeline. By ''Zi-O vs. Decade'', however, he flat-out confesses to him to the point of sending love letters]].
* BigBadWannabe: Despite being one of the Time Jackers and being able to hatch a cunning plot on occasion, Heure finds himself outmatched whenever he has to go up against another villain.
* ButtMonkey: Is frequently abused throughout the series and even after it, particularly during an incident where he's held hostage by [[spoiler:[[RichBitch Sougo C]]]] to start a fight and is later beaten to an inch of his life.
* BuryYourGays: [[spoiler:Despite ''Zi-O vs. Decade'' explaining at length that it isn't wrong to be gay, Heure ultimately ends up being a case of this trope as he's offed (again) in the same special that reveals him to be gay. Though even Swartz assures Ora that they might find him again along the way]].
* TheChewToy: Heure has suffered some serious abuse. From White Woz putting him in an inescapable death trap to torture information out of him, to his own comrades turning him into a berserk Another Rider (twice!), to being [[spoiler:tossed around by a RichBitch AlternateSelf of his crush]], he's having a bad time.
* CreepyChild: He always looks cheerful, even in situations that don't warrant that kind of attitude. This attitude diminishes greatly over the course of the series, as Heure starts to realize just how much he's in over his head.
* DealWithTheDevil: His modus operandi seems to be this, exemplified in #1 when he finds a basketball player fated to get killed by an oncoming car and offers to save his life in exchange for a contract. The man agrees...and Heure shoves a Ridewatch into his chest that turns him into Another Build.
* EnfantTerrible: The youngest Time Jacker, and while the others might be even [[EvilerThanThou worse]] than he is, Heure still commits horrific acts to make his Another Riders without blinking an eye. All one needs to do is look the Another Riders he created.
** Recruiting [[Series/KamenRiderExAid Kuroto Dan]] to become Another OOO, a greedy tyrant that would kill his father.
** Using a fresh corpse to create Another Ghost, and putting the heroes in a tough spot because if his Anotherwatch is destroyed, Another Ghost dies and gets close to killing Sougo due to separating his soul from his body.
** Invulnerable Another Ryuga? His plan, though Tsukasa gave him the info needed.
** Another AgitΩ zombifying a whole lot of people? His plot, though Swartz and Ora were in on the thing.
** His worst one might be using Another Kabuto to summon and protect a planet-sized meteor filled with Worms to make the world hell. Although this may have been a case of Heure not knowing the scale of Another Kabuto's plans, as he later turns against Another Kabuto and steals the Ridewatches the Another Rider stole.
* EvenEvilHasStandards: PlayedWith. When he was used by both Swartz and Ora in the Kikai arc, he hesitated going with the latter back to Swartz. [[spoiler:And the moment he realized what Swartz was planning with Another Zi-O, he was absolutely terrified to the point he froze in terror at the realization. And while he created Another Kabuto to protect the Worm imitating Kageyama, he has no desire for the world to end, thus he takes back the Fourze and [=GingaFinaly=] watches so the heroes can destroy the asteroid.]]
** [[spoiler:Becomes played straight when Swartz reveals he doesn't need them anymore and disposes of Ora in #43, Heure protects her and gets them away. They don't have a good relationship by any means, but he still seems to care about her.]]
* EvilIsNotAToy: Heure might be an evil child but he continues to be betrayed and/or abused by the other villains in the show. [[spoiler:In the end, he underestimated how selfish Ora was and that lead to his death so she could save her own skin.]]
* EvilerThanThou: On the receiving end. He might be an evil child and part of a group who wants to replace Oma Zi-O with their own PuppetKing, but every other villain, including the rest of that selfsame group, outclasses Heure and will gladly betray and/or abuse him for their own ends.
* FatalFlaw: His soft spot for Ora. Not even all the abuse she heaped on him could stop him from caring about her without thinking how she might use it against him.
* {{Flanderization}}: In the last episode, [[spoiler:the revived Heure expresses and admiration for Sougo as “the Upperclassman King”. Come ''Zi-O vs Decade'', Heure is now outright in love with Sougo, even sending him a love letter.]]
* ForTheEvulz: He enjoys giving the heroes a bad day just for the fun of it.
* GossipyHens: In the new timeline, Heure is eager to spill the beans about his schoolmates’ secret crushes.
* HazyFeelTurn: As Heure starts to realize that Swartz's real goals aren't anything like what he was told, he starts taking steps to try and learn the truth. His resulting actions make him sometimes a friend and sometimes an enemy to the heroes: he provides Hiryu with the means to conscript an army of Another Riders out of innocent civilians so that he can defeat Sougo, but also works with Black Woz to steal the Kamen Rider Woz powers away from White Woz.
* HeelFaceDoorSlam: Despite Heure's helping the heroes, Another Drive's apparent true identity as Ora causes Geiz to doubt his sincerity in defecting, and is chased off by him in #45; not long after, he's betrayed and killed by the [[spoiler:real Ora]].
* HiddenDepths: Heure appears to have an understanding of astronomy as he correctly names the star Swartz points out on the night sky in #25.
* IronicEcho: Most of the ways that Heure gets kicked around by the other villains echo back to the first Another Rider he made, a young man bound for a car accident until Heure shoved the watch for a mechanically-themed Rider into his chest.
* KilledOffForReal: [[spoiler:By the real Ora in #45. #46 reveals that this was part of her plan to kill Swartz. And then by ''Zi-O vs Decade'', he's killed by Oma Zi-O...]]
* NervousWreck: [[spoiler:Swartz's]] betrayal and the following events took their toll on him and by #45 he is shaken and paranoid ([[ProperlyParanoid rightly]] so, though) mess.
* PowerCopying: His Time Mazine is able to combine into [[Series/KamenRiderGhost Captain Ghost]].
* ProperlyParanoid: He thinks that Another Drive copied [[spoiler:Ora's]] face to make him drop his defense and be easier to kill. The real reason doesn't come up, but Heure has a soft spot for Ora and is reasonably afraid someone might use it against him. [[DeathByIrony Ironically]], it never occurred to him that [[spoiler:Ora herself]] might do that.
* ReincarnationFriendship: [[spoiler:Despite being killed by Ora, Sougo uses his time powers to reincarnate him is a normal boy in his school.]]
* ShoutOut: [[spoiler:His AlternateSelf is a [[Series/SekaiNinjaSenJiraiya Space Ninja]].]]
* SpottingTheThread: Heure points out the changing story about the Day of Ohma as the thread, having noticed how at some point it changed from being about the day to decide who would be king to the day of Zi-O and Geiz's final battle. This is one of the factors that leads him to start investigating Swartz's plans in more detail, as it becomes clear that the story he was originally given makes no sense.
* TokenGoodTeammate: The only member of the Time Jackers who actually possesses something resembling a conscience. He is ''just'' an EnfantTerrible with a sadistic streak compared to sociopathic Swartz and Ora.

\
A female member of the Time Jackers, she regularly seeks out people to become Another Riders. However her methods are far different than Heure; rather than targeting those who are about to meet their terrible fate, Ora goes for their closest loved ones.
----
* AloofDarkHairedGirl: She is a very beautiful stoic young woman, has dark black hair and fair skin and displays a cold, composed and distant attitude most of the time.
* AlternateSelf: [[spoiler:Decade Vs Zi-O introduces one who is a rich actress]].
* BeAsUnhelpfulAsPossible: The reason why Swartz usually uses Heure to do the leg work needed. Ora mouths off to him at most times he tells her to do something, whines about being ordered around and is generally only as effective as Heure anyway, so it's not worth the effort.
* BigBadWannabe: In some ways both less and more so than Heure. While Ora is a somewhat more capable villain than Heure on a day to day basis, she never thinks to question her situation as he does, and instead accepts Swartz's lies at face value, thinking herself to be his equal.
* BitchInSheepsClothing: Every time Ora seems to be doing something nice for someone else, it's either because the action directly benefits her personally or a setup to make the other person drop their guard so that she can do something absolutely horrendous. [[spoiler:Still retains this trait as a normal student. Her attempts to help Heure confess to Sougo in ''Zi-O vs Decade'' were only for her amusement as she was looking forward to seeing him get rejected.]]
* BroughtDownToNormal: [[spoiler:When Swartz decides Ora and Heure have outlived their usefulness, he is quite happy to take back the powers he originally gave to them. Heure escapes with his powers intact, while Ora does not. #45 has Ora murder Heure so Swartz would give her back her time powers]].
* CatchPhrase: She tells everyone she contracts with "I'm afraid I have some bad news for you."
* ChronicBackstabbingDisorder: While she never hesitated to use anyone for her own goals, the finale has seen her throw away any notion of pragmatism and just go on backstabbing people in her pursuit of power without considering the consequences at all. [[spoiler:It gets her killed very soon.]]
* TheDogBitesBack:
** After Another Kiva scars her cheek, Ora returns the favor by [[spoiler:outright killing her once she has lost her Another Rider powers.]]
** [[spoiler:Attempted in #46 where Ora attempts to kill Swartz for manipulating her throughout the show.]]
* DroppedABridgeOnHer: [[spoiler:Swartz unceremoniously kills her with a casual kick to the face. Not even the Rider Kick-like finisher he uses to kill Aqua and Chase, but a normal kick.]]
* EnemyMine: [[spoiler:Her idea of bargaining the Riders into teaming-up against Another Kikai after Swartz uses Heure as its second host. It is later subverted when it was revealed to be a plan by her and Swartz to gain control of Another Kikai. Later, this trope is played straight when she gives back the Grand Zi-O Ridewatch in order to give Zi-O the ability to stop Swartz.]]
* EvenEvilHasStandards: Subverted, as while Ora sometimes appears to have standards when faced with other villains like Swartz or White Woz, ultimately she doesn't care about anything or anybody but herself, and readily stoops to far deeper lows than anything she seemed disturbed by previously.
* EveryoneHasStandards: [[spoiler:While she may have set Heure up to fail with his LoveLetterLunacy, she never intended for him to get hurt.]]
* EvilCounterpart: Ora is essentially stuck as Tsukasa's handler during his stint as hired muscle to the Time Jackers much to her eternal chagrin, making Ora Zi-O's stand in for Natsumi Hikari. Only that unlike Natsumi, who damn well does her best to make sure [[MoralityPet Tsukasa doesn't overdo it or cross any lines he'll regret]], she does little to nothing to keep him in line or make him be better than he is, so she also doubles as a {{Foil}}.
* EvilIsNotAToy: Heure has been distrustful of Swartz's motives for long time. Ora was just dismissive and never seemed to question anything. This came to bite her later on [[spoiler:as Swartz took away her powers and she survived only because Heure escaped with her.]]
* FakeDefector: [[spoiler:#46 reveals that she murdered Heure to get close to Swartz to regain her powers so she could murder him.]]
* FatalFlaw: Her lust for power. She never questions what's going on, the consequences of her actions, or the long-term in general, so long as she gets power in the end. Because of this, she never thinks to question Swartz's plans [[spoiler:until he's decided that she and Heure [[YouHaveOutlivedYourUsefulness are not needed anymore]] and tries to kill them. And even after Heure manages to bail them out, she still ends up being manipulated by Swartz into killing Heure for him in order to get her power back, and is promptly offed herself when she predictably tries to betray him.]]
* FauxAffablyEvil: Of the three, she appears to be formal and is willing to empathize with her contracts. [[spoiler:But deep down she doesn't care about anything but gaining power as seen when she tricked Zi-O, Geiz and Woz to find Another Kikai's password so she could control it.]]
* {{Flanderization}}: ''Zi-O vs Decade'' and ''Decade vs Zi-O'' manage the insane feat of doing this to two separate traits. [[spoiler:The former amplifies her crush on Geiz to sending him a love letter and starting a club for [[LoveFreak Love Freaks]], while the latter plays up her wealth and {{Jerkass}} tendencies to make her a RichBitch.]]
* GoodNewsBadNews: How she seems to deliver her meetings with people. She does so with Another Ex-Aid's candidate, though we aren't privy to the other half, and also in #3.5 where she drops that there's going to be a [[spoiler:all out Rider battle]] at some point.
* GoneHorriblyRight: The Time Jackers are interested in finding a strong-willed candidate to replace Sougo as Oma Zi-O and in #35, Ora finds such a candidate in Yuko Kitajima. The problem is Yuko is '''too''' strong-willed, refusing to listen to her and even cutting Ora's face in retaliation.
* ItsAllAboutMe: Ora hides it well, but she is rather selfish and somewhat egotistical, [[spoiler:especially when she stabbed Heure to save herself.]]
* KickTheMoralityPet: [[spoiler:#45 reveals that Ora does care for Heure even attempting to rescue him from Another Drive but due to Another Drive mocking her powerlessness, she murders the wounded Heure to regain her time powers so she can kill Swartz.]]
* KilledOffForReal: [[spoiler:After her failed attempted to kill Swartz, he kills her in return.]]
* LaserBlade: #45 reveals that she can make a red one from her hand. [[spoiler:She uses it to kill Heure and attempted to do the same on Swartz.]]
* LoveMakesYouEvil: Ora takes advantage of her target’s feelings, whether familial or romantic, towards an endangered loved one to convince them to become Another Riders in order to stop their loved one’s fate. Her Another Riders show this;
** Another Ex-Aid: Used a concerned father's love of his dying son to put people in comas for ''2 years.''
** Another Fourze/Faiz: Used a student's guilt over the death of her girlfriend to turn into a serial killer for ''15 years.''
** Another Wizard: Though he was created by Heure, she uses his love of Kaori to [[DespairEventHorizon fall into despair]] and become a magic-wielding {{Yandere}}.
** Another Quiz: Used both his desire to make his work recognized, [[spoiler:as well as his love for his sick wife]] to become a ImpossibleThief to steal the knowledge of other scientists.
** Another Kiva: Used her [[{{Yandere}} "love"]] to become ''Queen of the World'', [[spoiler:but when it turns out that she's [[MoreDeadlyThanTheMale too strong]] and [[IRejectYourReality too insane]] to use, she kills her after she's beaten.]]
** Another Den-O II: Used a boy's grief over his deceased sister to steal the [[CoolTrain DenLiner]].
* MeaningfulName: Ora's name is from an Italian word that means "hour/now" and/or from "hora", which is "hour" in Spanish and Portuguese. It may also possibly be derived from the word '''Ora'''cle which is a person (or group) that tells the future via prophecy, precognition or predictions, this matches her habit to tell her targets the bad things that will happen if they don't do a contract with her.
* MercyKill: She apparently considers [[spoiler:murdering Heure]] simply putting him out his misery instead of leaving it to Swartz, outright stating that she will make it quick for him. [[spoiler:It's implied that she actually meant it (at least in her own way) as it was apparently her way of keeping up an appearance to Swartz, as she planned on using her regained powers from to kill him. That way her sacrifice of Heure would not be in vain.]]
* MoreDeadlyThanTheMale: Swartz and Heure will use their Time Jacker abilities just to leave someone to their doom to suit their purposes; Ora is not against getting her hands dirty and has directly murdered people. The Kiva arc ends with her ''killing someone just to be a bitch.''
* NotSoStoic:
** Ora loses her cool after Another Kiva cuts her face and thus is determined to taking her down in #35. [[spoiler:She even kills Another Kiva after Yuko loses her powers.]]
** A comedic example happens in #44 where she displays annoyance at being forced to help [[spoiler:Junichiro]] with cooking.
* PowerCopying: Her personal Time Mazine combines with [[Series/KamenRiderKiva Castle Doran]].
* ReincarnationFriendship: [[spoiler:Despite being killed by Swartz, (and being an utter UngratefulBitch), when Sougo uses his time powers, she reincarnates as a normal school girl and as one of his friends.]]
* ScrewTheRulesIHaveConnections: Her reincarnated self in the rebooted timeline is a positive version of this. When Geiz injures his foot in a tournament, she’s able to bring him to [[Series/KamenRiderOOO a good doctor immediately]]. And when she thinks Geiz wants to become a policeman, she sets him up for an interview [[Series/KamenRiderDouble with one]].
* SmallNameBigEgo: She thinks she can mouth off to Swartz when he orders her around and doesn't consider him the top guy of the group despite the very obvious evidence of his power. Maybe she should think of what happened to Another Kiva... [[spoiler:This of course, causes her to lose her time powers when she ''finally'' starts asking questions to [[BigBad Swartz]], and by then, [[YouHaveOutlivedYourUsefulness it's far too late.]]]]
* TheStoic: She is very calm and composed at all times.
* TheSmurfettePrinciple: The only female among the Jackers.
* TheSociopath: Like Swartz, she shows symptoms of a realistic textbook sociopath. She sees everything or everyone around her as a means to an end, treats the only person that cares about her like dirt and is only capable of [[LackOfEmpathy feigning empathy]] to manipulate the people around her.
* StupidEvil: [[spoiler:Murdering Heure]] deprived her of the only person who cared about her and ensured the good guys wouldn't give her [[LastSecondChance yet another]] chance if she ever approaches them again. Those consequences don't even have a chance to come into effect, due to [[spoiler:her getting herself killed by yet another StupidEvil act - trying to backstab Swartz after getting her time powers back from him.]]
* WouldHurtAChild: [[spoiler:She -- as it turns out -- willingly went along with Swartz's plan to turn Heure into Another Kikai, and in #45 displays no hesitation whatsoever in murdering him.]]
* UngratefulBitch: Ora solidifies herself as one after she [[spoiler:backstabbed and killed Heure, the very person who saved her from Swartz, so she could survive.]]
