Luffy himself has a lackluster ability, which while still powerful and very useful pales in comparison to other Devil Fruits. He, however, trains his ability, effectively allowing him to create stuff like his Gears. Luffy thus had to spend most of his childhood figuring out its abilities on his own and learning how to control them properly with the unintentionally faulty information he was given.
