They both would have perished in the fire (well, Yusuke was already dead, but with his body destroyed he wouldn't have a vessel to return to), but Koenma agreed to save her life in exchange of "something very important" for her - Yusuke didn't care what so long as he saved her life. Later on Koenma reminds him of this tradeoff and shows Yusuke what he meant, so basically he was trolling Yusuke without being a liar. She has extremely long hair again at the end of the series, though.
