** Bowman is a CIA operative who is happy intervening in a foreign country, ordering extrajudicial murders, instigating situations that can cause massive civilian casualties, destroying infrastructure, all while the United States is not at war with Bolivia. Karen Bowman is very simply not a good a person. She is not GoodIsNotSoft she is not good at all, so of course she would show no sympathy to La Gringa even though Bowman herself set in train much of the events that got La Gringa stranded, implicated and trapped. She does not care about wrecking lives or innocent people, the ends justify the means for her.

** UNIDAD is more or less meant to be the stand in for them (thought they're more an analogue to the real life [[https://en.wikipedia.org/wiki/UMOPAR UMOPAR]]), but as the intro to the game states; it really doesn't matter. Santa Blanca is effectively the de facto Government of Bolivia at the start of the game and seeing as how they have enough influence to get UNIDAD to look the other way, there probably isn't much that the a regular Army would be able to do. Further evidence of this is in the Fallen Ghosts DLC, when the Bolivian Government hires foreign mercs to wipe out the Ghosts.
