They were always pretty clearly written as, if not a couple, then definitely something that would become one. Part of being a FPC is that it seems very unlikely for the ship to ever happen, either because of already extant love interests, lack of interaction, or being of a type (i.e. a gay pairing) that the creators wouldn't okay. Hiccup/Astrid meet none of the above categories; there isn't a pairing either character has that shows any sign in canon of eclipsing them, and a fair bit of pushing for them as early as the first film. A FPC doesn't "ascend" because the creators finally deliver on something they've always been setting up, it happens when the creators retool their plans to get them together after realizing the ship's popularity.
