* Demon King Piccolo for being the KnightOfCerebus that turned Dragon Ball from a lighthearted adventure series, to the action-pack drama we know it today.

* From Anime/DragonBallGT, there is Sixinglong/Nuova Shenron. Unlike the other Shadow Dragons who are pure evil and somewhat one-dimensional, Nova is a NobleDemon who was born from the only truly selfish wish from the Dragon Balls (King Piccolo wishing for youth). He is also one of the few Shadow Dragons with fighting skills, he is as hot as the sun, and he is the Four-Star Ball, given him a personal connection to Goku. He is one of the few Shadow Dragons to appear in video games besides Omega Shenron.

* From Anime/DragonBallGT, there Baby for being one of few villains in the franchise for having a real reason to become evil outside of being born or created evil. His fight with Super Saiyan 4 Goku as a Great Golden Ape is considered one of the few high points in GT, even from people who didn't like the series.

* Cooler, Frieza's older more competent brother, is the first NonSerialMovie villain to really hit a cord with the fanbase. It helps that, in terms of characterization, he is also one of the more "complex" movie villains. Which admittedly isn't saying much, but Coolers' degrees of ALighterShadeOfBlack, BenevolentBoss, and savvy certainly made him memorable.
* Broly. Ever since his debut in the Legendary Super Saiyan movie he has achieved memetic status in the Dragon Ball fandom and the franchise really can't be imagined without him. Even some of the newer games like VideoGame/DragonBallXenoverse have him as the only non-manga canon movie character to star in the roster thanks to his popularity.
* Zangya. She's a henchman of Bojack who is extremely popular despite her small role in Bojack Unbound, mostly because she's one of the few fighters in the franchise who is a female and extremely powerful.
* Janemba, mostly for his design and unique power set.
* Tapion from Wrath of the Dragon. He is a Bishonen like Future Trunks and even uses a sword. He is beloved for his friendship with Present Trunks and gives him his sword at the end the movie, hinting it's the same sword as Future Trunks.
* The other fusion of Goku and Vegeta, Gogeta, is equally as popular as Vegito because of his no nonsense personality that he showed in Fusion Reborn. And before Super, Super Saiyan 4 Gogeta was the strongest character in the series, who made a clown out of Omega Shenron even worst than Vegito did to Super Buu.
* The "villain" from Anime/DragonBallZBattleOfGods, Beerus, has also gotten pretty popular. Due to his casual and fun nature, and his CrazyAwesome ways, he is able to defeat the Z Warriors (such as spanking Gotenks out of his SSJ form). He also has some good morality, which is completely different from the other movie villains (which are usually either MonstersOfTheWeek or related to the villains of the show). Even detractors of the movie said he was a bright spot. It helps that he seems to be becoming a recurring character after his debut. His assistance Whis is also equally popular thanks to his dry humor and snark towards Beerus.
* Kuriza, Frieza’s son from the Nekomajin Z manga. Just how canon he is is in question, since it’s a gag manga, but that hasn't stopped the fans from making no end of fanart featuring him.
* Jaco, the star of the Dragon Ball manga prequel, Manga/JacoTheGalacticPatrolman. Despite the manga being somewhat obscure to the Dragon Ball fandom, he stole the show when he appeared in Resurrection 'F and quickly became a beloved character in Super.

He has the status of a legendary hitman in Universe 6 and displays an intriguing fighting style that allows him to defeat Super Saiyan Blue Vegeta, who defeated three contestants in a row, then proceeds to have what is widely agreed so far to be the best fight in the series against Goku in what, for all intents and purposes, is the decisive bout of the tournament. Hit's development throughout his match also won over many people who thought he was just a typical, aloof badass.

* Raditz, who many thought was wasted potential and was killed off after just one arc. Especially considering he is one of the most symbolically important characters in the series: having blood-ties to Goku, introducing the concept of Saiyans. He also has a very interesting design, even non-Raditz fans are curious what he looks like as a Super Saiyan or Super Saiyan 3. He is never mentioned again outside of brief filler-exclusive cameos, movies, and games.

According to Xenoverse 2, Cabba's official English spelling is Kyabe.

** Cabba is a Saiyan from Universe 6 which have evolved differently from those of Universe 7. Many fans are interested in him because he is the first new canon Saiyan in a long while (not counting half-breeds) and because his introduction expands on the origins of the Saiyans. He becomes even more beloved after his fight with Vegeta and calling Vegeta master.

* Bardock should also count since the movie about his conflict with his race's predestined end at Freeza's hands (or rather finger), earned him CanonImmigrant status, and was even said to have almost single-handedly continued the series. His second special, Episode of Bardock, received mixed reviews; on the one hand, he became a Super Saiyan, but on the other, he became a hero rather than an anti-hero and many think this led to BadassDecay.
* There's also Seripa[=/=]Fasha, who despite only appearing briefly in the Bardock movie before her death has quite a fan following, due to being the only named fullblooded female Saiyan in the series for over two decades. She's often featured in a lot of fanart and fanfiction, and even managed to be popular enough to be featured as a playable fighter in the 3rd Budokai Tenkaichi game.

** Zen'o might just be the most unusual top tier "strongest there is" character to be introduced, and has acquired a fair share of fans. The all-powerful GodEmperor who IJustWantToHaveFriends just wanted a friend was received quite well.
** Baby Pan since Episode 43. Not only is she the cutest character on the show, but she shows her strength by destroying the Pilaf Machine just by powering up and flying into the stratosphere. And she's only over a year old when she did this. When Future Trunks comes to visit, she proves to be a handful to him, and completely wrecks the living room.

*** Vados and Champa gained many fans for being similar, yet very different from Whis and Beerus. Vados is more cold and indifferent than Whis, and she enjoys teasing and Troll trolling Champa about his lack of foresight and weight, while still remaining polite. Champa is more brass than Beerus, but he comes off as overall nicer since he shows some measure of kindness towards Goku and Vegeta, and pities Frost when he hears about his charity work.
*** Cabba is a Saiyan from Universe 6 which have evolved differently from those of Universe 7. Many fans are interested in him because he is the first new canon Saiyan in a long while (not counting half-breeds) and because his introduction expands on the origins of the Saiyans. He becomes even more beloved after his fight with Vegeta and calling Vegeta master.
*** Frost, Frieza's heroic Universe 6 counterpart and a TokenHeroicOrc who proves not all members of Frieza's race are evil. Many fans are hyped for him because they hope to find out more about Frieza's race from him. And being Frieza's good counterpart, he was naturally shaping up to be this. When he was revealed to be , many people saw it as a case of TheyWastedAPerfectlyGoodCharacter.
*** Magetta, mainly because many thought his design was a bit wonky or at least inferior to the other members of Universe 6. However, when he actually fights, he quickly became a pretty popular character, in no small part because his fighting style is very unique and tactical in a series that mostly relies on KiAttacks and RapidFireFisticuffs .
*** Hit.
*** Goku Black, who was the most hyped character even before he appeared in the series. When he finally comes on-screen he did not disappoint, and his arrival is widely accepted as one of the best part of Super so far. Some even go as far as to call him one of the best villains in the franchise. Goku Black steals almost any scene he's in since he's a CombatSadomasochist, CreepyAwesome, sadistic Jerkass who thinks he has an OmniscientMoralityLicense, while remaining somewhat polite, formal, and soft-spoken with an air of indifference, and thinks he's creating a paradise by murdering people. Creator/MasakoNozawa performance as Goku Black has also been praised, even by western fans who usually hate Goku's Japanese voice.

*** ** Vados and Champa gained many fans for being similar, yet very different from Whis and Beerus.
*** ** Cabba is a Saiyan from Universe 6 which have evolved differently from those of Universe 7. Many fans are interested in him because he is the first new canon Saiyan in a long while (not counting half-breeds) and because his introduction expands on the origins of the Saiyans. He becomes even more beloved after his fight with Vegeta and calling Vegeta master.
*** ** Frost, Frieza's heroic Universe 6 counterpart and a TokenHeroicOrc who proves not all members of Frieza's race are evil. Many fans are hyped for him because they hope to find out more about Frieza's race from him. And being Frieza's good counterpart, he was naturally shaping up to be this. When he was revealed to be , many people saw it as a case of TheyWastedAPerfectlyGoodCharacter.
*** ** Magetta, mainly because many thought his design was a bit wonky or at least inferior to the other members of Universe 6. However, when he actually fights, he quickly became a pretty popular character, in no small part because his fighting style is very unique and tactical in a series that mostly relies on KiAttacks and RapidFireFisticuffs .
*** ** Hit.
*** ** Goku Black, who was the most hyped character even before he appeared in the series. ** The announcer for the World Martial Arts Tournament, so much so that when he didn't appear in the Cell Games saga some fans got quite irate. Fortunately, he makes his return in the Buu Saga.
** General Blue, for being pretty much the only competent member of the Red Ribbon Army - starting at the point where he strangles an electric eel to death while it's still electrocuting him. There is also the fact that he is the first villain to almost kill Goku in a straight fight.
** Akkuman/Devilman for having what could be considered the most powerful attack in all of Dragon Ball/Z. Hell he was even a playable character in Budokai Tenkaichi 3 (where he even gets his own what-if story), Dragon Ball: Advanced Adventure and Dragon Ball: The Revenge of King Piccolo.

Franchise/DragonBall is a long running franchise with four series and 19 movies, resulting in LoadsAndLoadsOfCharacters. Many went on to become fan favorites.

** Appule. A weak minion of Freiza who was killed by Vegeta without a fight has nevertheless gained some popularity in the English-speaking fandom.
** Bardock should also count since the movie about his conflict with his race's predestined end at Freeza's hands (or rather finger), earned him CanonImmigrant status, and was even said to have almost single-handedly continued the series. His second special, Episode of Bardock, received mixed reviews; on the one hand, he became a Super Saiyan, but on the other, he became a hero rather than an anti-hero and many think this led to BadassDecay.
** Cooler, Frieza's older more competent brother, is the first NonSerialMovie villain to really hit a cord with the fanbase. It helps that, in terms of characterization, he is also one of the more "complex" movie villains. Which admittedly isn't saying much, but Coolers' degrees of ALighterShadeOfBlack, BenevolentBoss, and savvy certainly made him memorable.
** Frieza himself, who is the break out villain for the entire series thanks to his sadistic, FauxAffablyEvil personality, and given one of the most celebrated fights in anime. He is the only villain to be officially brought back by Toriayma, given him his own movie and story arc in Anime/DragonBallSuper.
** Broly.
** Janemba, mostly for his design and unique power set.
** There's also Seripa[=/=]Fasha, who despite only appearing briefly in the Bardock movie before her death has quite a fan following, due to being the only named fullblooded female Saiyan in the series for over two decades. She's often featured in a lot of fanart and fanfiction, and even managed to be popular enough to be featured as a playable fighter in the 3rd Budokai Tenkaichi game.
** Raditz, who many thought was wasted potential and was killed off after just one arc.
** The Ginyu Force, what with their Super Sentai parodying, has also become this.
** Future Trunks: Both a FutureBadass, NiceGuy and a Bishonen. No surprise that he became a BreakoutCharacter and gets his own story arc in Super.
** The "villain" from Anime/DragonBallZBattleOfGods, Beerus, has also gotten pretty popular. It helps that he seems to be becoming a recurring character in recent works.
** Imperfect Cell seems to be the most popular Cell form, despite being the weakest and losing several onscreen fights. This seems to be owed largely to his much more CreepyAwesome design and personality, where the other two Cell forms were more standard Smug Supers.
** Android #18, largely because up until her appearance, it's mostly boys fighting boys, whereas girls take the backseat. Having one of the most competent ActionGirl in the series, although she started dark, does really good for her popularity, eventually culminating that she survives the Android Saga, marries Krillin and overall became a good, if flawed, character, and although she's not up there with the top guns of the show, she still held her own in a fight.
** Kuriza, Frieza’s son from the Nekomajin Z manga. Just how canon he is is in question, since it’s a gag manga, but that hasn't stopped the fans from making no end of fanart featuring him.
** Once Anime/DragonBallSuper got into it's new material, it introduced several characters who are shaping up to become quite popular:
*** Vados and Champa gained many fans for being similar, yet very different from Whis and Beerus.
