Far from the relative glitz and glamor of downtown lay the trenches of the War on Drugs. The poster child for PoliceBrutality in Baltimore, the Western District faces the unenviable task of policing the worst that the city has to offer - drugs, kingpins, and bodies, one after the other. Unsurprisingly, it's this department that ends up getting a good portion of focus in this show. It also has major attention from both the higher-ups of the BPD and the citizenry, the pressure of which results in even otherwise good police indulging in beatings, lockups, and otherwise aggressive behavior towards any mopes, age or circumstance be damned. The Western District way.

In season 3, in response to a major spike in homicides, the Western finds itself dealing with the unique experiment of "Hamsterdam", three clusters of vacant housings where enforcement of drug laws weren't a priority as long as violence was kept to an absolute minimum, the brainchild of commander Bunny Colvin. While violent crime drops by 14% almost overnight, the existence of Hamsterdam is leaked to the press and becomes fatal political poison for Mayor Royce. Hamsterdam is raided broken up, while Colvin is demoted to lieutenant and then dismissed. However, Bunny's ideals rub off on Ellis Carver, who goes from a typical hotheaded Western District brute to a capable leader and good police, and ends up being promoted to lieutenant and becoming the Executive Officer of the Western.

At the start he is often partnered with Herc, and the two share many qualities, including a brute force approach to the drug war. He's the one who inspires the nickname Hamsterdam when he compares the Free Zones to Amsterdam in front of the street dealers. He despises the Free Zones, however, calling it "moral midgetry" and is delighted whenever he has the chance to bust heads. He increasingly goes off the rails in seasons 4 and 5, becoming more brutal and aggressive, until he actually attacks a school teacher who asks Colicchio to just move his police car out of the way so the teacher can make it to his job. Carver is disturbed by Colicchio's complete lack of remorse and refuses to cover for him, getting Colicchio charged with both excessive force and conduct unbecoming a police officer.

It also shows exactly how over the line it is when others like Colicchio become brutal or aggressive with ordinary citizens, as even Walker doesn't go that far.
