Phin personally drives the majority of the game's conflict through arming the Underground and instigating destructive attacks against Roxxon, and while Krieger's sabotage of the Nuform reactor at Roxxon Plaza endangers all of Harlem, it's Phin's insistence on destroying it that risks its detonation in the first place.
