* ApatheticCitizens: HOT. DAMN. With the exception of Sabo, there is ''nobody'' among the Nobility there who bats an eyelash at the thought of a genocide of the destitute. Sabo happens to come across only one person- an old man at that- who shows even a touch of remorse. The kicker? It's a scene added in the anime. Yes, the production found it ''so'' cruel that they actually inserted a non-canon piece just to take the edge off how utterly irredeemable this place is.

* DecadentCourt: The nobility of Goa fits this on the spot.
* MoralMyopia: So bad, that they would BURN their "scum" to ashes rather than let a Celestial Dragon see that impression of their "[[BlatantLies fine]]" kingdom. All they want are brownie points in the end. And if you aren't playing for their team, get ready to suffer.
* ThePurge: Committed a vile atrocity by having the ''entire'' noble class willingly plan and coordinate the destruction of Gray Terminal, sending countless people to their deaths all for the sake of superficiality and a lot of rancid values. They essentially repeated the massacre of Flevance Kingdom, not even giving the people a chance for mercy or opportunity to reason and show them they weren't harmful or toxic at all. Nope- just all scrubbed out, and with that, [[TheLastStraw Sabo abandoned his homeland]].
* WorldOfJerkass: Almost as bad as Mariejois, which, fittingly, they are trying to emulate. Calling it the land of the spoiled douchebags is a ''compliment.'' Dragon despises this place, as does Sabo, even more so. Sabo came to hate this place so badly that Dragon took him in as one of his Revolutionaries, and was shocked that this kingdom was the one behaving badly enough to finally make a kindhearted person proclaim they hated their roots.

* {{Hypocrite}}: Once he steps onto the Travelator during Reverie, he immediately thinks there's an earthquake and starts screaming for his life and begging for someone to protect him. When Fukaboshi asks his family to refrain from using it based on a GutFeeling [[spoiler:[[ProperlyParanoid and rightly so, as it turns out]]]], he immediately jumps on the contraption and smugly lords himself over the "mere fish".
* {{Jerkass}}: This guy makes even ''the Celestial Dragons'' look affable by comparison.
* KickTheSonOfABitch: It's heavily implied that Stelly [[spoiler:had the previous king of Goa assassinated (along with his immediate heirs who stood in Stelly's way)]]. Considering that the king attempted a literal holocaust against the people of Gray Terminal when he was alive, it's hard to feel anything short of satisfaction in knowing that he's dead.
* PoliticallyIncorrectVillain: On top of his many other vices, he's also a colossal racist. He thinks giants are man-eaters who melt rocks with their saliva, and that the Fishmen are just "fish" with deadly diseases.
* ProperlyParanoid: On his way to Marijoa claims he spotted a giant with a harpoon and freaks when he sees crows flying by the bubble lift he's on and tries to order his guard to shoot them. The guard assures him nothing is wrong until it's revealed that the guard is Sabo in disguise and indeed the former two sights Stelly saw were members of the Revolutionaries.
* RoyalBrat: Not surprisingly, he grew up as a pompous and opportunistic brat whose attitude is no better then a World Noble. Practically trying to order Garp to be his escort just on account that Goa Kingdom is his hometown and practically freaks out when Neptune helps him up on a assumption that being Fishman they have diseases. He even reveals to Garp that he's trying to get in good with Celestial Dragons so he can become one himself.
* SmallNameBigEgo: He likes throws his weight around and acts like Garp is his servant. Not only has he been a king for only a few months, but the most noteworthy thing about Goa Kingdom is that it's the homeland of some the World Government's most wanted criminals. He also believes that he can become a Celestial Dragon, which Garp bluntly tells him he has no chance.
* TooDumbToLive: During the Reverie, he has to take a pledge that the participating kingdoms are equal to one another in front of an empty throne, which a priest explains is meant to symbolize that no one kingdom can rule all over the others and is a very serious subject. Stelly naturally isn't listening and can only see the power he can take in front of him. And that's without getting into his belief that he could become a Celestial Dragon, despite such a position being inherited, not earned.

He's actually a coward who has been living in the mainland to avoid getting caught, and runs away when he meets an enemy who is too strong.\\\

He appears only in the first chapter, where he insults Shanks for having drunk all the sake, [[BullyingADragon unaware of Shanks's strength]]. This causes Luffy to attack him, but can't do anything to Higum and, when the latter about to kill the kid, Shanks and his crew intervene. Realizing he's no match for Shanks, he flees on a boat with Luffy as hostage, but is eaten by the Lord of the Coast.

* FauxAffablyEvil: At first, he simply asks for ten bottles of sake for him and his group, but this act disappears once he learns there's no more sake.

Jimbei didn't take kindly to this, and would've beat him to death had he not had brotherly affection for Arlong.
* DisproportionateRetribution: [[spoiler: After his captain Fisher Tiger died of refusing a blood transfusion out of his sheer self-loathing inner hated of humanity]], Arlong decided to make every human's lives, a living hell, starting with a village that had nothing to do with the racial discrimination ForTheEvulz and out of spite.
* DoesThisRemindYouOfAnything: Arlong's possessiveness towards Nami goes far past his stated desire of keeping her because she's a good surveyor, and his emotional abuse, manipulations, and threats to kill her friends and family if she ever leaves him make him out to be a crazy abusive boyfriend. Hell, he even calls her adorable in the dub.
* EvenEvilHasStandards: Back when he and Jinbei were younger and on the same crew, the latter's brutality when fighting the Marines or other opponents was sometimes so harsh that Arlong himself would tell him enough. Odd how circumstances have changed.

** As much as Arlong hated humans, he was still shocked at how utterly broken Koala had been by the World Nobles when she was just a little girl.

* FauxAffablyEvil: Zigzagged between this and AffablyEvil. He's seems like a cool guy to hang around with, as long as you're not human. Even if you are a human, he pretends to act nice before ripping you to shreds. However, while he possesses a strong contempt for humans, he deeply respects and cares for his crew.
* FishPeople: He and his crew and the first intelligent non humans to appear in the series.
* FreudianExcuse: An interesting case. Arlong lived out his childhood in the worse parts of Fishman Island and sometimes went to surface overlooking Sabaody Park with his friends, developing an admiration/envy of human life. As an adult, he modeled his Arlong Park headquarters after the Sabaody Park, implying that a part of him wanted to be human. This makes his racist beliefs come off more like bitter rationalizations meant to compensate for his desire of a lifestyle he could never have because of his race. While it would seem like the [[FantasticRacism discrimination and slavery]] his people suffered was also a major factor, it's important to note that Arlong himself never experienced any of it firsthand; he has only heard of it and known fishmen that were once slaves, the one betrayal he experienced because of humans was not racially motivated, and his sworn brother Fisher Tiger died only because Fisher would not accept the blood of a human- which Fisher himself admitted was wrong. In spite of this though, Arlong became a fishman supremacist waging a "holy war" towards humans. Despite being part of a marginalized group, the way Arlong turned out is largely his own doing.
* TheFundamentalist: [[spoiler: He once told a young Hody Jones that a "holy war" is being waged between the fishmen and humans]].
* GreaterScopeVillain: Despite being faced earlier in the story, Arlong's belief and ideology strongly influenced Hody Jones and his mates, which would become a group of extremely racist fishmen and the main villains of the Fishman Island arc.
* HellishPupils: When his rage hits the breaking point, his pupils and irises become narrow slits, emulating the eyes of a Sea King.

** Albeit subtle, it was clear that Arlong had been changing through Nami. He gave her the things that the only other human he had any experience with wanted to and he treated her as an equal to his own men, even if he did do some bastardly things to keep her in his crew. While it might not be enough to make him anything other than a bigot, it at least showed that he wasn't completely the monster he seemed upon first introduction.
** As seen in NormalFishInATinyPond, Arlong, at heart, is a coward. [[spoiler:After facing the overwhelming power of one of the real top dogs of the world]] and confronted with the sheer power difference between him and Jimbei, he decided to run away to the weakest sea on the planet instead of growing stronger to fulfill his ambitions in the Grand Line, where accomplishing them would actually mean something. All his plans were centered on East Blue, with not a hint of him ever turning his attentions back to the Grand Line, because he was too scared to try and measure up to the real monsters there.
* IcyBlueEyes: Is shown to have these when we see his eyes up close.
* IHaveYourWife: This is how he holds Nami in his grasp; he'll free the villages from his reign of terror if she pays him 100 million berries, but she'd better work fast to earn that money since he won't stop punishing the villagers if they fail to pay his taxes.
* JerkassHasAPoint: During the Sun Pirates' time with Koala, Arlong states that her parents probably hate fishmen and later adds that them bringing her back won't make the villagers stop hating them. He was right.
* KickTheDog: A ''major'' defining element of his character. It's telling when his cruelty still stands out among most of the villains that Luffy has faced after all these years.
* KillMeNowOrForeverStayYourHand: [[spoiler: After Arlong is released from prison, thanks to Jimbei becoming a Warlord, an unimpressed Arlong decides to break away from the Sunny Pirates and lead his own crew again, promising to spread the hatred of the Fishmen for humans wherever he goes, and goads Jimbei to kill him where he stands if he has a problem with it. And even if you manage to break his teeth, he can just grow a new set because of his shark heritage. During his fight with Luffy, however, he explains that it's really the strength of his jaws that allow him to bite through steel and metal; as proof, Luffy put Arlong's detached teeth in his jaw and bit Arlong with it, but he isn't harmed that much.

Despite being mortally wounded, he manages to stay alive long enough to help his fellow scholars save as much information from the Tree of Knowledge as they can before burning to death with it.

Captain Kuro, also known as "Kuro of the Thousand Plans", is the captain of the Black Cat pirates from East Blue. He is cold and cunning, known for coming up with elaborate plans that never failed. His fighting skills are just as deadly as his mind, as he can move silently at incredible speeds to slaughter people in the blink of an eye. Yet despite all of this, he eventually tired of the pirate life, setting up schemes for his crewmates, and of constantly being hunted down by the Marines. So he hypnotized the crew's shipwright Nugire Yainu into believing he was Kuro and allowed him to be executed in his place stopping the Marine hunt and allowing him to leave his crew.\\\

Making his new home in Syrup Village, he became Klahadore, the butler for Kaya. From there, he plotted to assassinate Kaya to obtain her vast fortunes and completely retire from his pirate life. However, Luffy and his allies, along with town liar Usopp, put a stop to his plans.\\\
