From YKTTW Working Title: Not Playing Fair With Resources

I changed the description of Command & Conquer. Previously it stated it fills up all its Silos with one harvester load, which can easily be disproven by observing the Computer's silos in that very same last GDI mission that's mentioned in the text. In fact you can quite easily deduct from observing the silos and how/when it rebuilds harvesters you destroyed, that it gets exactly twice the amount of Tiberium that you - the player - get from each harvester load.

So I was wondering - in a single-player RTS campaign, why is it that the computer starting with vast armies or stockpiles of resources (as they nearly always do) isn't considered cheating, but getting free resources is? Defeating the asymmetry is the whole point.
