I've felt that about damn near every Pokemon game I've played. I remember my team being ten levels under the weakest elite four member in fire red the last time I played it and got that far (in fairness, I was EV training all of them, which is a nightmare in and of itself). I haven't played past gen 4 though and I heard those games are better about it
Nowadays, I just make sure to not have a full team until I get to the end and actually need one, as well as catching new Pokemon to replace underleveled ones of the same type or purpose on the team every time I get to a new area
I don't remember this happening to me with any other pokemon games, but then again I haven't played RSE and DPP with a full party yet. I know they don't have extremely low level curves though.

Souleye - PPPPPP - Potential for Anything 3DS FC: 2621-3105-8671The only one I don't remember this happening on, ironically, is the original gen 2, which had gym leaders and elite four members that were probably weaker than your team, which owes itself to the nonlinear nature of both Johto and Kanto. The only person that was way ahead of the level curve was Red. Seriously, Lance's toughest Pokemon was level 53 or something like that, and Blue wasn't much better, level 55 at most.
I don't remember much of RSE, but I do remember it being a grind in the latter half. DPP I never even beat, but I'm pretty sure I remember some grinding there as well
Been replaying DPP, and whoah the level curve is superior. I never feel underleveled. As long as I fight every trainer, I do fine.
I've decided that there really is no reason for me to like GSC anymore when every other pokemon game is far better.

A lot of the brand new Pokemon weren't that great too. Often harder to find than similar Gen 1 Pokemon, and not nearly as good in battle.
¿?¡!I thought I was the only one who felt the game was difficult! I completed the game eventually, but yes, I found levelling up in HGSS to be highly tedious. There are just aren't many good training spots in the game.
Being underleveled alone in no way makes a Pokémon game not worth playing. Sure, it\'s annoying, but it takes a lot more cons to despise an installment. Still my favorite Pokémon game(s).

I replayed the games again and didnt really run into any of those problems, so im not sure what happened but it might have just been a frustrating playthrough that soured me for a while

A great game- if you ignore the one massive flaw
I'm a massive Pokémon fan, and back In the day Gold was my favourite. I mean, sure, I only really used my starter to blow through the game, but I loved it. Beautiful music, awesome region, cool pokemon.
Years later, HGSS come out.
I try actually playing the game through with a full team.
Welcome to hell. No matter what do you, no matter how much you grind, you WILL be underleveled. The level curve is so DAMN messed up, largely because of the inclusion of Kanto. You fight every trainer, fight wilds as often as possible, and it's still impossible to keep up.
I used to love EVERYTHING about this game, but it's now my least favourite Pokémon game, and eclipsed by RSE, DPP, BW, XY as well as the original RBY.
The region is actually pretty cool, at least, and going back to Kanto is nostalgic. Not to mention there are some great new Pokémon. (Tyranitar, Espeon, Umbreon, Skarmory) That almost make up for the level curve. But in the end they don't, because playing this game just frustrates me to no end and makes me want to stop playing it.
If you wanna pick up a Pokeymans game, pick any of the others and avoid this one.
I'm confused on whether I still love this game or not.
