I don't think we have such a trope. Maybe Lost And Found knows.

In the old Mac OS version of SimCity 2000, if there wasn't enough memory, the newspapers would go on strike. Due to the clunky way memory allocation was handled on the OS, you could only change the amount of memory that an app could use when the app was closed.
What trope would this be under?
