The page is locked, but shouldn't Gozaburo Kaiba of the original series be on it? He might not have that much page time, but everything he does is terrible and he has no backstory that even tries to excuse/explain it.

The Spirit of the Millennium Ring/Dark Bakura is not an example because he has a Freudian Excuse (his entire village was slaughtered when he was a child). Zorc is the real Complete Monster because he is literally made of evil and trying to destroy the world for no reason other than that he is made of evil.

Being Made of Evil is actually a disqualifier for the trope, and " trying to destroy the world for no reason other than that he is made of evil. " likewise, for the reasons "moral agency" spelled out here. If you want to argue the removal of Bakura, you'll have to ask in that thread.
