The torture is only for information gathering, the torturer is a good character or at least someone who's supposed to be on the side of good, and the audience is supposed to agree with the torturer.

Does this trope only apply when a protagonist or another "good" character tortures for information?

Sort of. It's usually the protagonist, but it should always be someone who is nominally on the side of "law", or would be expected to be.

Oh, and does dangling a perp from a high altitude (a la Batman) count as a Jack Bauer Interrogation Technique (physical) or as a Enhanced Interrogation Techniques (psychological)?
