The page image doesn't really illustrate this trope; it's pointed out right in the caption that Tiana and Naveen aren't wearing typical 1920s fashion.
How is this a trope? Hollywood Costuming and No New Fashions in the Future cover the cases where an intentional Period Piece also becomes an Unintentional Period Piece through its costume choices, while Fashion Dissonance just seems to mean... 'this show looks like it was made when it was made.'
