I'm having a hard time deciding which of the two it is. Tom's Diner has a waitress with a beehive hairdo, Hash House Lingo, but as I've only seen it serve desserts, sugary drinks, and tea, it could be a Malt Shop.

It could also be a Greasy Spoon, because they serve pie in one scene, and I haven't heard of a Malt Shop that serves pie. It's only ever used as a hangout during meetings so the Ultra Violets never order an actual meal.

The backroom is also used for Opal's 12th birthday party, and I'm not sure a Greasy Spoon would offer that.
