I don't think you need to change the entry on the work page, just list it on the correct subtrope. But subtropes are preferred, so if it fits one better than it does the supertrope then ideally it should be replaced. Work pages can have examples of Con Man and Pun, it's fine.

Is it okay to create a list of examples of con men and puns that don't fit any subtropes? I've seen that done on some pages, such as Adaptation Deviation.

If there are subtropes that fit, then yes, you should absolutely use those instead! You always use the most specific trope. Adding a trope and its supertrope to artificially boost your trope count is a big no-no.

If your example honestly does not fit any of the subtropes, then it may be acceptable to add it to the supertrope page, even if you have to create an examples section from scratch. But that's unusual enough that it's probably a good idea to check with the Is This an Example? thread to make sure you're not misunderstanding something.

(Also, universal tropes never get examples.)

eta: Oh, and if you do switch to using a subtrope, you most definitely should change it on the work page as well.
