See, that's what I thought at first, but all the examples seem to be about completely insignificant characters turning out to be the main antagonist.

Your description of random and forgettable kind of implied insignificant.
If it is someone more significant like The Dragon or a Disc-One Final Boss they might be The Man in Front of the Man
